The article is a review paper whose main objective is to analyze and evaluate the National Road Fund and the Railway Fund as sources of financing infrastructural investments in the transport sector in Poland. The first part of the article presents the theoretical approach to the financing of transport infrastructure. The essence of investments in both road and rail infrastructure is presented. In addition, selected sources of fundraising for infrastructure investments were discussed on the basis of a literature review. The second part presents and compiles secondary data on financial flows in the National Road Fund and the Railway Fund. The receipts and expenditures of both Funds were analyzed and their importance in infrastructure financing was determined.

Artykuł jest pracą przeglądową, której głównym celem jest analiza oraz ocena Krajowego Funduszu Drogowego oraz Funduszu Kolejowego jako źródeł finansowania inwestycji infrastrukturalnych w sektorze transportu w Polsce. W pierwszej części artykułu przedstawiono ujęcie teoretyczne finansowania infrastruktury transportu. Przedstawiona została istota inwestycji w infrastrukturę zarówno drogową, jak i kolejową. Ponadto zostały omówione wybrane źródła pozyskiwania funduszy na realizację inwestycji infrastrukturalnych na podstawie przeglądu literatury. W części drugiej przedstawiono oraz zestawiono dane wtórne dotyczące przepływów finansowych w Krajowym Funduszu Drogowym oraz Funduszu Kolejowym. Przeanalizowano wpływy i wydatki obu funduszy oraz określono ich znaczenie w finansowaniu infrastruktury.

Regionalizacja kolejowych przewozów pasażerskich w Polsce została wprowadzona jako element reformy kolei w roku 2000. Od tego czasu kilkakrotnie zmieniano zasady organizacji i finansowania pasażerskich przewozów kolejowych, a w przygotowaniu są następne zmiany. W artykule przedstawiono ewolucję zasad regionalizacji przewozów kolejowych w jej dotychczasowym przebiegu. Ponadto podjęto próbę oceny opisanych zmian w świetle celów polityki transportowej.

The regionalisation of railway passanger transportation in Poland was implemented as a part of railway restructurization with the law acts in year 2000. Since then the main rules of its financing and organizing were changed and there are more changes to be introduced. In the paper the evolution of the regionalisation rules was shown. The author tried to assess mentioned changes from the transportation policy point of view.
