This text focused on the implementation of the provisions concerning civil transport services rendered for the sake of the Russian occupational (Active) Army stationed in the Kingdom of Poland by the Administrative Council of the Kingdom of Poland, there. The above-mentioned Transportation Act of May 4, 1858, generally refers though to the old solutions, mostly in force since 1831, or even from the time of the pre-revolutionary era. Writing down and introducing once again some of these provisions was, as it might seem, a part of the process of regulating within the frames of law, this aspect of relations between the invading Russian military power and the Polish subdued society.

Transport lotniczy, kolejowy i samochodowy a w obecnych warunkach prowadzonych misji wojskowych Polski w ramach UE i NATO szczególnie transport wojskowy jest obecnie powszechnie stosowanym środkiem przemieszczania towarów, sprzętu i ludzi. Instalacje elektryczne w tych pojazdach powodują, że przepływający przez nie prąd może być źródłem PEM oddziaływujących na kierującego lub znajdujące się tam osoby. Drugim istotniejszym problemem są oddziaływania PEM emitowane przez inne źródła, które mogą oddziaływać szkodliwie albo wpływać na bezpieczeństwo środków transportu i poruszających się nimi ludzi.

The airplane, trains and car is a widely used transport mean. The problem is especially important in the light of Polish troop's participation in pace UN & NATO missions in Iraq, etc where clearing of mines is their basic involvement and where unknown types of detonators, even homemade ones, may be in use. Some types of mines are equipped with detonators sensitive to the magnetic field disturbances in their vicinity and military transport safety.
