Zasadniczym celem niniejszej publikacji jest określenie roli i znaczenia zarządzania przewozem ładunków niebezpiecznych w transporcie i spedycji, ze szczególnym zwróceniem uwagi na Polskę. W części pierwszej publikacji: zdefiniowano pojęcie ładunków niebezpiecznych; zaprezentowano rodzaje pojazdów wykorzystywanych do ich przemieszczania; zidentyfikowano gałęzie transportu wykorzystywane w przewozie ładunków niebezpiecznych wraz ze wskazaniem wymagań odnoszących się do transportu ładunków niebezpiecznych i zwróceniem uwagi na wyposażenie i oznakowanie ładunku i jednostki przewożącej towary niebezpieczne; wskazano metody i sposoby zabezpieczania ładunków w czasie ich przemieszczania. W części tej zidentyfikowano obowiązki przewoźników w transporcie ładunków niebezpiecznych (z podziałem na gałęzie transportu). W części drugiej publikacji odniesiono się do międzynarodowych regulacji prawnych z uwzględnieniem rodzaju transportu (ADR, RID, IMDG, ICAO). Wskazano na wyniki analizy organizacji i realizacji procesu transportowego ładunków niebezpiecznych w Polsce. Omówiono te kwestie w kontekście regulacji prawnych oraz zaprezentowano schemat mechanizmu ich stosowania w transporcie towarów niebezpiecznych. Szczególną uwagę zwrócono na analizę najczęściej wykorzystywanej gałęzi transportu tych towarów, na bazie której dokonano oceny zarządzania przewozami drogą lądową. W ocenie transportu odniesiono się do adekwatności regulacji prawnych w przebiegu przemieszczania ładunków. Zidentyfikowano także przykłady utrudnień i nieprawidłowości w polskim prawie w zakresie transportu towarów niebezpiecznych. Dokonana ocena zarządzania przewozami ładunków niebezpiecznych stała się punktem wyjścia do zaproponowania autorskich modyfikacji w zakresie usprawnień i modyfikacji przewozu tego rodzaju ładunków.

The main objective of the publication is to define the role and importance of shipment of dangerous goods in transport and freight forwarding, with particular emphasis on Poland. In the first part of the dissertation, the concept of dangerous goods was defined. Also, the types of vehicles used for their movement were presented and shipping modes used to transport dangerous goods were identified along with the requirements for shipment of dangerous goods and proper attention to the equipment and marking of the cargo and the means of transport carrying such dangerous goods. Moreover, methods and ways of securing the loads during their movement were indicated. This part identifies the obligations of carriers during the shipment of dangerous goods (divided into particular modes of transport). The second part of the publication with deals with international regulation taking into account the mode of transport (ADR, RID, IDMG, ICAO) and underlines its importance in EU law. Attention was drawn to the results of the analysis of the organisation and implementation of the transport process of dangerous goods in Poland. These issues have been discussed i the context of the legislation and a model for their use in the transport of dangerous goods has been presented. Particular attention has been paid to the analysis of the most frequently used mode of transport for these goods, on the basis of which land transport management has been assessed. The evaluation of transport related to the adequacy of legislation on the transport of goods. Examples of difficulties and irregularities in Polish legislation in the field of transport of dangerous goods were also identified. The evaluation of the management of the transport of dangerous goods was the starting point for proposals to improve and modify the transport of dangerous goods.

W artykule przedstawiono dotychczas stosowane rodzaje opakowań ładunków niebezpiecznych oraz określono kierunki rozwoju, które wpłyną na podwyższenie sprawności ich obsługi w transporcie. Przeprowadzona została analiza porównawcza wybranych grup opakowań. Stwierdzono, że zmiany i ulepszenia opakowań dotyczą trzech głównych obszarów: materiału konstrukcyjnego, kształtu i dodatkowego wyposażenia.

In the article previously used types of dangerous goods packaging are presented and the trends that will impact on increasing the efficiency of their use in transport are identified. Comparative analysis of selected groups of packages was carried out. It was found that these changes and improvements in packages are focused on three main areas: construction material, shape and additional equipment.

W artykule zaproponowano model matematyczny problemu optymalizacji transportu ładunków niebezpiecznych. Decyzje o przepływie niebezpiecznych ładunków, uruchomieniu zakładów (miejsc przetwarzania i utylizowania odpadów) oraz składowisk odpadów zależą od miejsc, w których są one generowane, topologii ich możliwego transportu oraz technicznych możliwości ich dalszego zagospodarowania.

The optimization of hazardous loads transportation mathematical model is presented in this paper .Decisions of the hazardous loads flows and start-up works where the loads are processed depends of places of generation those loads, topology and technical potentiality.

Analysis of transportation of dangerous freights capacity according to different kinds of transport characterises demands, while transporting dangerous freights, development degree of the process and describes organisational means, for the purpose of scientifically motivated process of transportation of dangerous freights. There is noted that the solution of transport technology problems is based on the improvement of technological supply, the rational usage of informational modelling methodology of the whole transportation process. Factors of transportation insecurity, principles and methods of grouping of dangerous freights according to danger features, selection of parameters for statistical models are presented in this paper. The summaries of regulations describe the main duties of the Consignor, Sender, the Carrier or Driver under the various Regulations and the ADR (European Inter-State) Rules.

Praca dotyczy analizy transportu ładunków niebezpiecznych z uwzględnieniem różnych wymogów cechujących to zagadnienie. Przedstawione zostały czynniki powodujące zagrożenia transportu, zasady i metody grupowania ładunków niebezpiecznych oraz metody wyboru parametrów do modeli statystycznych. Artykuł zawiera także podsumowanie obowiązujących regulacji, opisujące główne obowiązki dostawcy, spedytora oraz przewoźnika, z uwzględnieniem różnorodnych przepisów Unii Europejskiej.
