Rozszerzenie Wspólnego Rynku o kraje Europy Środkowo-Wschodniej wymaga podjęcia szeregu działań, zarówno przez „starych”, jak i „nowych” członków UE, w kierunku stworzenia silnego potencjału transportowego, który mógłby sprostać nowym zadaniom i nowym wymaganiom. Jednym z wymagań jest stworzenie sieci połączeń, która w ujęciu zintegrowanym zapewniałaby równowagę rozwoju całej przestrzeni UE oraz powiązania centrum Europy z krajami i regionami peryferyjnymi. Nowy układ międzynarodowych powiązań wywołuje potrzebę budowy i rozwoju transeuropejskich sieci szybkiego ruchu, skracających czas transportu i kreujących nowy, atrakcyjny model mobilności, w tym mobilności intermodalnej. W artykule przedstawienie zostały uwarunkowania dla wprowadzania innowacyjnych rozwiązań transportowych w krajów UE, przyczyniających się zarówno do spójności przestrzennej i gospodarczej krajów Wspólnoty w celu ich dalszego rozwoju, jak też rozwoju nowych ofert przy jednoczesnym zmniejszeniu degradacyjnego wpływu transportu na środowisko naturalne. Szczególne znaczenie ma rozwój transportu kolejowego, w tym budowa kolei dużych prędkości, które tworzą sieć nowych i szybkich połączeń w relacjach krajowych i międzynarodowych, zapewniając jednocześnie nową jakość usług. Artykuł przedstawia dotychczasowe rozwiązania w tym zakresie oraz scenariusze dalszego rozwoju sieci transportowej i jej znaczenie w powiązaniach transportowych krajów UE i z obszarami dalszymi.

Extending the Common Market to include the countries of Central and Eastern Europe requires taking a number of actions by both the "old " and “new” EU members to create a strong potential for transport which would be able to meet the new tasks and new requirements . One of the requirements is to create a network of connections that in the integrated approach would ensure a balance of development across the EU, and would connect Europe with the countries of central and peripheral regions. The new system of international relations invokes the need for the construction and development of trans-European high-speed network that would shorten the transportation time and create a new attractive model of mobility, including intermodal mobili ty. The article presents the conditions for innovative transport solutions in EU countries that would contribute to both economic and spatial cohesion of the Commonwealth. This, in turn, would contribute to the development of these countries as well as the development of new offers that would reduce the degrading effects of transport on the environment. Of particular importance is the development of rail transport, particularly the construction of the network of new and high-speed rail connections to domestic and international destinations, offering a new level of service. The article presents the current solutions in this field and scenarios of further development of transport networks. Also emphasized is the significance of rail transport for transport connections between the EU countries and far-off areas.
