The aim of this article is to analyse the organisation and functioning of Norwegian territorial defence (nor. Heimevernet) by showing its specificity and place in the national security system. The content of this study was intended to bring the reader closer to information on the functioning of this type of formation and answer the question posed during the research, that is, how does the territorial defence system work, which is connected to the entire defence system of the state in the military layer, i.e.: the organisational structure of the formation, the role of the formation in the national defence strategy, the organisation of the recruitment system and the training of candidates for service, as well as the civil level through the close cooperation of individual elements of the territorial organisation of military administration, Heimevernet territorial units with local government bodies at all levels in the Nordic strategic culture, and whether the conclusions of the study would provide a benchmark in the implementation of some solutions to the Polish concept of building a territorial defence system. This scientific article has been prepared on the basis of the available local literature on the Norwegian defence system, and on the basis of the research material collected in preparing the thesis.

Konflikt między Rosją a Ukrainą, który wybuchł w 2014 roku, spowodował, że kraje europejskie musiały nie tylko zrewidować swoje poglądy na kwestie bezpieczeństwa i zagrożeń, lecz także zakwestionować swoje zdolności do zwalczania wrogich kampanii dezinformacyjnych i propagandowych. Widocznych przewartościowań w tej sferze dokonano w Szwecji. Państwo to wypracowało wielowarstwowy system, oparty na koncepcji obrony totalnej i whole-society approach. Autorka wykazuje, że system ten jest produktem bardziej specyficznych uwarunkowań, tj. szwedzkich doświadczeń historycznych, czynników politycznych i społecznych, systemu medialnego oraz polityki bezpieczeństwa, niż odgórnie zaplanowanym projektem rządowym. Ponadto określa determinanty powstania i wdrożenia szwedzkiego systemu, przedstawia ewolucję środków instytucjonalnych oraz wskazuje elementy współczesnego mechanizmu walki z dezinformacją.

The conflict between Russia and Ukraine in 2014 not only had ignited the reconsideration of security and threat perceptions of European countries, but also forced governments to put in doubts their ability to tackle hostile propaganda and disinformation campaigns. One of the most noticeable evolutions in that sphere was observed in Sweden, which developed a multilayer system based on total defence concept and the whole-society approach. The author of this article states that the Swedish conception is a product of specific conditions, mainly Swedish historical experiences, social and political factors, media system as well as existing security policies rather than top-to-bottom planned governmental project. Further, the author analyzes determinants of constituting and establishing of such system, adresses the evolution process of institutional measures and, finally, presents the components of the contemporary system of disinformation countermeasures.

Bezpieczeństwo narodowe w Królestwie Szwecji rozpatrywane jest w sposób kompleksowy, obejmując zarówno sferę militarną, jak i niemilitarną. Takie postrzeganie bezpieczeństwa narodowego wpływa także na ogólną organizację obrony narodowej Szwecji, określanej jako obrona totalna. W założeniach organizacja obrony totalnej powinna umożliwić obronę państwa przed agresją zbrojną, zapewnić suwerenność, ochronę ludności oraz najważniejsze funkcje państwa w sytuacji agresji zbrojnej i/lub wojny. System obrony narodowej Królestwa Szwecji jest uznawany za jednen z najsprawniej działających i najlepiej zorganizowanych na świecie. Celem niniejszego artykułu jest zaprezentowanie szwedzkiego systemu kierowania obroną narodową, przy czym analizie poddano zarówno szczebel centralny (naczelne organy kierowania, poziom resortowy) oraz szczbel terytorialny, w tym sferę militarną i niemilitarną.

The national security of the Kingdom of Sweden is approached in a comprehensive way, covering both the military and non-military spheres. This perception of national security also affects the general Swedish national defense organization, defined as total defense. Under the premise, a total defense organization should be able to defend the state against armed aggression, ensure sovereignty, protect the population, and the most important functions of the state in a situation of armed aggression and/or war. The Kingdom of Sweden’s national defense system is recognized as one of the most active and organizationally one of the best in the world. The purpose of this article is to present the Swedish national defense management system, while analyzing both the central level (top-level governing bodies, ministry level) and provincial levels, including the military and non-military spheres.
