Using MAMCA for selecting toll road trace to west Java Aeaport, Indonesia

The construction of Patimban Port in West Java Province has a potential to increase the flow of exported and imported goods in West Java. The increase will have an impact on the rising traffic flow of vehicles to or from Patimban port. The government has included the construction of the Subang-Patimban toll road in the national spatial plan. This research analyzes stakeholders and the criteria that they expect in the selection of alternative routes to Patimban port. The Multi Actor Multi Criteria Analysis (MAMCA) methodology used aims to evaluate differences in criteria between stakeholders. The selection of alternatives for all stakeholders uses two calculation methods or scenarios, namely, the similarity of weight for all stakeholders as scenario I and weighting the numer of criteria considered by stakeholders in determining the alternative chosen trace as scenario II. The result of the selected alternative calculation is different between scenario I and scenario II.

W artykule przedstawiono kierunki rozwoju sieci autostrad i dróg ekspresowych w Polsce w latach 1990-2018. Sieć dróg szybkiego ruchu w kraju jest intensywnie rozbudowywana. Płatne dla pojazdów samochodowych autostrady są uzupełniane siecią bezpłatnych dróg ekspresowych, głównie dwujezdniowych. Program budowy dróg ekspresowych na lata 2014-2023 jest konsekwentnie realizowany. Zbudowano główne autostrady kraju A-1, A-2 i A-4. W trakcie rozbudowy są drogi ekspresowe S-3, S-5, S-6, S-7, S-8, S17, S-19 i S-61. Aktualne inwestycje drogowe koncentrują się na budowie brakujących odcinków dróg ekspresowych i obwodnic miast. Opracowanie podejmuje również próbę racjonalizacji kolejności podejmowanych inwestycji i modyfikacji ich rozkładu przestrzennego.

The article presents directions for the development of the motorway and expressway network in Poland in the years 1990-2018. The network of express roads in the country is intensively developed. Motorways payable for motor vehicles are supplemented with a network of free express roads, mainly dual carriageways. The program of construction of expressways for the years 2014-2023 is consistently implemented. The main motorways of the A-1, A-2 and A-4 were built. During the expansion there are expressways S-3, S-5, S-6, S-7, S-8, S17, S-19 and S-61. Current road investments are focused on the construction of missing sections of express roads and city bypasses. The study also attempts to rationalize the order of undertaken investments and modify their spatial distribution.

W artykule zaprezentowano negatywny wpływ manualnego systemu poboru opłat na płynność ruchu pojazdów na autostradzie. Problem ten dotyczy w szczególności manualnych systemów poboru opłat stanowiących wąskie gardła autostrad, zwłaszcza w pobliżu dużych aglomeracji miejskich gdzie znaczący jest udział ruchu wzbudzonego. W pracy przedstawiono podstawowe ograniczenia omawianego systemu oraz wykazano potrzebę jego modernizacji.

The article presents the negative impact of manual toll collection system on the traffic flow of vehicles on the highway. This problem applies in particular to manual toll collection systems at bottlenecks highways, especially near large urban areas where a large proportion of induced traffic. This paper presents the basic limitations of the system and demonstrated the need for the modernization.
