Intensywny rozwój infrastruktury transportu prowadzi do ciągłego wzrostu wymagań ilościowych i jakościowych stawianych systemom transportowym, w szczególności autostradowym systemom poboru opłat. Wśród wymagań jakościowych przodują oczekiwania dotyczące niezawodności systemów, których znaczenie ma szczególny charakter dla współczesnego transportu. Równie ważne są wymagania stawiane systemom transportowym, które w bezpośredni sposób przekładają się na ewentualne korzyści lub straty finansowe. Jak każdy proces, także i ten wymagać będzie pewnych nakładów finansowych oraz stałych kosztów jego realizacji. W pracy zaprezentowano działanie aplikacji wspomagającej podejmowanie decyzji eksploatacyjnych dla manualnych systemów poboru opłat. Efektem działania aplikacji wspomagającej podejmowanie decyzji eksploatacyjnych manualnego systemu poboru opłat jest wyznaczenie charakterystyk przepustowości i poziomów obsługi użytkowników manualnego systemu poboru opłat oraz parametrów niezawodnościowych manualnego systemu poboru opłat.

Intensive development of transport infrastructure leads to the continued growth of quantitative and qualitative requirements for IT systems transport, in particular motorway toll systems. Among the quality requirements at the forefront expectations about system reliability, the importance of which it has a special character for modern transportation. Equally important are the requirements of their transport systems that directly translate into possible benefits or financial loss. As each process, too, and this will require some financial outlay and ongoing costs of its implementation. The paper presents application performance support the decision making supplies for manual toll collection systems. The results of measurements of parameters obtained with the application support the decision making operating manual toll collection system mode throughput analysis and assessment of service users is shown in the figure below. Presented results of the measurements are shown for one exemplary measurement day. The appointment waiting times of vehicles at toll stations grouping made it possible to determine whether they are satisfied service standards defined levels of system support.

Instytut Transportu Samochodowego prowadził testy projektu pilotażowego "Struktura funkcjonalna Krajowego Systemu Automatycznego Poboru Opłat (KSAPO)". W skład systemu wchodzą następujące elementy: dwa inteligentne urządzenia pokładowe OBU, dwie bramki kontrolne, laboratoryjny model krajowej centrali automatycznego poboru opłat KCAPO. Przedstawiamy rezultaty przeprowadzonych testów.

ITS conducted tests of the Pilot Project - the functional structure of the National Automated Toll Collection System (NATCS). The system includes the following elements: two on-board intelligent OBU, two gate control to a central laboratory model of an automatic toll collection NATCC. We present the results of tests carried out.

W związku z szybkim wzrostem natężenia ruchu drogowego, powstawaniem nowych dróg, także tych objętych obowiązkiem opłaty, tradycyjne metody naliczania i poboru należności stają się mało skuteczne. Lekarstwem na taki stan rzeczy są nowoczesne systemy z wykorzystaniem technologii satelitarnych.

Changes in the act on Public Roads and some other acts are intended to implement in Polish law the provisions of European Parliament Directive 2006/38/EC on fee collection for use of some types of infrastructure by heavy vehicles. According to the bill submitted to the Polish Parliament (Sejm) by the government, the vignette system was to cease to operate on 1st July 2008. After the works undertaken by Infrastructure Commission some changes was introduced to the bill to the act on public roads. The main changes concern maintain the vignettes up to the half of 2011 and introducing the electronic fee system from 1st July 2011, also rise the vignette charges to stabilise the NRF’s budget for next three years. The paper present the evolution of legislative path accompanied constructing motorways in Poland.
