Spatial planning is closely linked with finance. However, regulations and urban planner involved in the process decide whether plans are matched with funds available. Polish laws adopted after the second world war introduced the obligation to math plans with funds as late as 1994 after the political and economic transformation. In the 1960s, some urban planners developed a theoretical framework for including economic factors in local spatial development plans. From 1995 on the law has required to determine financial consequences of adopting the spatial development plan, and from 2003 on, it has been mandatory to include a financial forecast in the plan.

Planowanie przestrzenne wiąże się między innymi z finansami. Jednak czy będą one uwzględniane przy opracowywaniu planów miejscowych zależy od prawa i urbanistów sporządzających te plany. W powojennych aktach prawnych w Polsce obowiązek uwzględniania finansów pojawił się w 1994 roku po transformacji politycznej i gospodarczej. W latach 60-tych część urbanistów opracowała teorie związane z uwzględnianiem czynników ekonomicznych w planowaniu miejscowym. Od roku 1995 w prawie znalazły się skutki finansowe uchwalenia planu, a w 2003 obowiązkowo jest sporządzana prognoza finansowa.

The article postulates that methodological aspects are often overlooked in the discussion of the crisis of urban planning in Poland which manifests itself in unrestrained urbanization. Such a thesis is supported by a retrospective overview of Polish spatial planning theory and law which leads the author to conclude that urban development planning has been in a methodological void since 1990 due to too strong a belief on the part of the reformers in the effectiveness of market and democracy mechanisms. The current legal regulations do not take into account the criteria of methodological rationality; in effect, municipal land use studies (the basis for land use plans) are not verified in terms of real development needs.
