The method of planning the implementation of railway investments including risk

Almost every construction investment should contain elements of risk forecasting, whose validity depends, among other things, on the correct assessment of potential threats. These risks were defined by the Authors as risk factors that were characterized and then grouped on the basis of performed research in the scope of their identification. Due to lack of method of scheduling railway investments on the construction market, including risk assessment, a research effort was undertaken [14-17], the result of which is the proposed method. The article presents the main assumptions of the original method of rail investment planning, which on the one hand, will take into account the impact of potential threats identified previously by the Authors, and, on the other, will allow project managers to refer to the conditions in which the implementation of a specific facility is planned. The assumption was made that the method, relatively easy to implement, supported by an appropriate computational program, will encourage teams planning the implementation of railway undertakings to its application and will improve the reliability of the schedules they develop.

Prawie każda inwestycja budowlana, powinna zawierać elementy prognozowania ryzyka, których trafność jest uzależniona między innymi od prawidłowej oceny potencjalnych zagrożeń. Zagrożenia te zostały przez Autorów zdefiniowane jako czynniki ryzyka, które zostały scharakteryzowane a następnie zgrupowane na podstawie wykonanych badań w zakresie ich identyfikacji. W związku z tym, że na rynku budowlanym nie ma metody harmonogramowania inwestycji kolejowych z uwzględnieniem oceny ryzyka, podjęto wysiłek badawczy [14-17], którego efektem jest proponowana metoda. W artykule przedstawiono główne założenia oryginalnej metody harmonogramowania inwestycji kolejowych, która z jednej strony uwzględni wpływ potencjalnych, zidentyfikowanych wcześniej przez autorów specyficznych dla inwestycji kolejowych zagrożeń, a z drugiej pozwoli menadżerom projektu odnieść je do warunków, w jakich planowana jest realizacja konkretnego obiektu. Przyjęto założenie, że stosunkowo prosta we wdrożeniu metoda, wsparta odpowiednim programem obliczeniowym, zachęci zespoły planujące realizację przedsięwzięć kolejowych do jej stosowania i zwiększy wiarygodność opracowywanych przez nie harmonogramów.

The railway investment in Poland is subject to many random factors, which have a significant impact on extending the deadline and increasing the planned cost. Railway investments are characterized by their distinctiveness in comparison to other construction works. To minimize the occurrence of unforeseen, random risks in future rail investments, the authors attempted to identify and indicate the most likely of them. The analysis concerns the implementation of railway investments in Poland, taking into account its legal and technical characteristics. The basic method of identifying the hazards of railway investments in Poland was a case study. The main threats were: bad preparation of the main contractor, difficulties in obtaining maps for design purposes, delay in the design documentation with external stakeholders, the award of contractor closures, difficulties in carrying out works related to encountering undeclared underground infrastructure and other hidden obstacles as well as the influence of the contracting party's internal procedures on the course of the contract.

Przebieg inwestycji kolejowych na terenach Polski jest obciążony wieloma czynnikami losowymi, które mają istotny wpływ na wydłużanie terminu ich zakończenia oraz wzrost planowanego kosztu. Inwestycje kolejowe charakteryzują się specyfiką wyróżniającą je na tle innych robót budowlanych. Autorzy podjęli próbę ich rozpoznania. Podstawową metodą przeprowadzonych badań było studium przypadku pogłębione o analizę dokumentów kontraktowych, analizę interesariuszy, przegląd literatury oraz na podstawie doświadczenia zawodowego autorów artykułu. Za najważniejsze zagrożenia uznano: złe przygotowanie głównego inwestora do realizacji kontraktów, trudności w pozyskaniu map do celów projektowych, opóźnienie w uzgodnieniach dokumentacji projektowej z zewnętrznymi interesariuszami, przyznawanie wykonawcy zamknięć torowych, oraz wpływ wewnętrznych procedur zamawiającego na przebieg kontraktu.

W artykule przedstawiono podstawowe informacje na temat materiałów izolacyjnych zawierających azbest, stosowanych w sieciach ciepłowniczych. Zaprezentowano wyniki badań zanieczyszczenia powietrza w komorach ciepłowniczych, które mogą mieć bardzo wysoki poziom stężenia pyłów azbestu i stanowić zagrożenie dla pracowników.

The paper presents basic information on insulation materials containing asbestos in the district heating network. The paper presents the results of a study of pollution in the chambers, which may have very strong level of asbestos contamination in the air and may to pose a threat to staff.

The paper presents the concept of safety in water distribution systems, which is an important issue connected with its functioning in crisis situations. The research undertaken is directed towards methods of safety assessment relating closely to current world trends, aiming to ensure safety of water supply and use. The paper pays special attention to water consumer safety. Safety levels were assumed on the basis of failure intensity, exposure of water consumers and a number of undesirable event groups. Individual values of the immediate risk index were presented and three categories were distinguished as permissible, tolerable, or unacceptable risk categories, according to presumed action. The risk index can characterize the safety of the functioning of technical systems. The risk index definition is considered as the product of threat ranking. The paper contains the original proposal for a new method of risk analysis and assessment.
