This paper addresses the subject of the reference frames of territorialisation processes determined by local development initiatives. Its purpose is to offer a survey on a central issue: which spatial frames of reference influence or justify the choices of LAGs in the definition and delimitation of local development spaces. The paper is about the case of Sicily, presenting some possible interpretations of an evolution of the development space from “institutional space” to “space of resources and vocations”. The paper will highlight the relation between the spaces of natural parks and the spaces of LAGs in the Participatory Local Development Strategies.

The purpose of the author was to indicate the deficiency of development management instruments currently used to the territorialization of policies in stimulating intra- and intersectoral partnership cooperation. Her reflections were based on the results of research commissioned by the Polish Ministry of Development and Investment by a team in which the author participated. These studies have revealed that the weakest impacts of the so-called territorial instruments include the ability to mobilize various stakeholder groups to take action and to create partnership cooperation. Against this background, the author has undertaken the analysis of the potential impact of territorial tools on the partnerships development and has attempted to present recommendations for practice and further research in this area.

Reasumując, rozwój terytorialny przebiega w układach funkcjonalnych, silnie zdeterminowany jest zasobami specyficznymi i endogenicznymi. Jest to proces zorientowany na optymalne wykorzystanie kapitału terytorialnego, wspólnie tworzonego w ramach relacji sieciowych. Mocno warunkowany jest on kontekstem historycznym, społecznym i instytucjonalnym. Gęste i efektywne sieci powiązań i relacji społeczno-gospodarczych prowadzą do tworzenia się mechanizmów, w wyniku których podmioty jednocześnie korzystają oraz współuczestniczą w tworzeniu zasobów. Terytorializacja procesów rozwoju prowadzi do rosnących współzależności między podmiotami a terytorium. W praktyce, podejście terytorialne ogniskuje swoją uwagę na trzech fundamentalnych elementach: po pierwsze, na tworzeniu i wykorzystaniu kapitałów i uwarunkowań terytorialnych (specyficznych i endogenicznych zasobów, wewnętrznych powiązaniach społecznych i gospodarczych, sieci współpracy, instytucji nieformalnych). Po drugie, na integracji działań podejmowanych w różnych układach instytucjonalnych i wzmacnianiu partycypacji, partnerstwa i współpracy na rzecz budowania rozwoju społeczno-gospodarczego. Po trzecie, na dynamizacji mechanizmów rozwoju w obszarach funkcjonalnych, tworzących spójne terytoria, niezależnie od układu administracyjno-politycznego. Dlatego też terytorialny paradygmat rozwoju określany jest często terytorialno- funkcjonalnym lub też zintegrowanym podejściem do kształtowania rozwoju.

Territorial paradigm of development focuses on territorialisation – embeddedness of economic activity in spatial and social tissue. Embeddedness takes place through history and tradition, norms and customs, culture or rules of cooperation in local community. It is about economic activities being deeply rooted, “anchored” in the community and in a territorial system. Territorialisation produces a specific, creative social and economic system capable to quickly respond to changes and to develop new values. The paper offers theoretical analysis of place-based approach to development. It examines the notion of territory and territorial capital as foundations to discuss the embeddedness and territorialisation of development and place-based regional policy. Methodology applied in this research uses critical secondary data analysis, mainly the subject-matter literature and documents of public institutions.
