The importance of urban issues to regional development is growing. The basis for this article has been the interpretation of the results of a research project conducted by a team of Jagiellonian University employees under the direction of B. Domański and the Author. The project included the development of the document entitled: The Urban Policy of Małopolska Voivodeship Until the Year 2020. This article presents synthetically the mentioned project, and also identifies the role of partnerships as a key tool of urban policy. In the conclusion, the Author suggests specific organizational instruments of this policy, citing the nature and roles of the bodies managing the so-called Integrated Territorial Investments in large urban centres. He also calls for the creation of multi-centre and single-centre urban partnerships, established in order to stimulate the development of networks of smaller cities or towns which are losing their previous functions.
