Wizja przyszłego rozwoju miasta Szczuczyna – zamierzenia a możliwości i ograniczenia

Szczuczyn to niewielkie miasto, które swoją szansę na rozwój wiąże z wybudowaną w 2015 roku obwodnicą, która docelowo będzie częścią drogi ekspresowej klasy S Via Baltica. Położenie na tej trasie daje szansę na pozyskanie inwestorów i przedsiębiorców. Wychodząc im naprzeciw władze miasta podejmują szereg inicjatyw, wyprzedzających napływ inwestorów, głównie myśląc o przygotowaniu terenów na nowe inwestycje z przeznaczeniem na różne funkcje: mieszkaniową, usługową czy produkcyjną. Takie plany wiążą się z koniecznością podejmowania szeregu ważnych decyzji oraz uwzględnienia wszystkich uwarunkowań, możliwości i ograniczeń podczas opracowania dokumentacji planistyczno-urbanistycznej. Od ich trafności zależeć będzie przyszły kształt nowoprojektowanych przestrzeni oraz tych już zainwestowanych. Poniższy tekst zawiera analizę możliwości przyszłego rozwoju miasta. W tym celu przeanalizowano materiały źródłowe, obejmujące opracowania ekofizjograficzne i historyczne dotyczące Szczuczyna. Dokonano wizji w terenie z fotoinwentaryzacją, wykonano inwentaryzację urbanistyczną historycznego układu przestrzennego miasta oraz terenów przeznaczonych na przyszły jego rozwój. Pomocne były także spotkania z władzami miasta i służbami inwestycyjnymi oraz analiza obowiązujących dokumentów planistycznych i urbanistycznych. W efekcie wykazano celowość, kształt oraz potrzebę etapowania przyszłych zamierzeń a także wskazano na konieczne ograniczenia.

Szczuczyn is a small town that its chance for development associates with the ring road built in 2015, which ultimately will be a part of the S-class express road Via Baltica. Location on this route gives the chance to attract investors and entrepreneurs. In order to meet them, the city authorities undertake a number of initiatives ahead of the inflow of investors, mainly thinking about preparing areas for new investments for various functions: housing, service or production. Such plans are connected with the necessity of making a number of important decisions and taking into account all the conditions, possibilities and limitations when preparing the urban planning documentation. Future shape of both newly designed and already invested areas will depend on these decisions. The following text analyzes the possibilities for the future development of the town. For this purpose, source materials, including ecophysiographic and historical studies on Szczuczyn, were analyzed. A vision with photo inventory was made in the field, and an urban inventory of the historic spatial layout of the city and areas for its future development was prepared. Meetings with the town authorities and investment services as well as the analysis of existing urban planning documents were also helpful. As a result, the text demonstrates the purposefulness, shape and need of phasing future activities, as well as their necessary limitations.

This article aims to analyze the choice of location for an organic recycling plant for biodegradable waste prepared for small and medium-sized enterprise investments. The analysis is based on a mathematical multi-criteria selection of the best solution, taking into account all the circumstances and making a full description of the selected options. A point analysis of selected locations is made – expert evaluations using the appropriate evaluation criteria - technical, legal, geographical, economic, social.

W artykule przybliżono zagadnienia związane z funkcjonowaniem planowania przestrzennego w odniesieniu do Niemiec, wskazując na podobieństwa i różnice w stosunku do rozwiązań polskich. Porównanie takie wynika z faktu wstąpienia Polski do Unii Europejskiej i potrzeby rozpoznania, na ile rozwiązania polskie są w tym zakresie podobne do rozwiązań europejskich. Ze względu na obszerność zagadnienia, w artykule przedstawiono zarys planowania przestrzennego na szczeblu krajowym, regionalnym i lokalnym. Choć system funkcjonowania planowania przestrzennego w obu krajach jest z pozoru podobny, to jednak napotkać można istotne różnice w zasadach organizacji i tworzenia planów w Polsce i w Niemczech.

The article is targeted at the readers from land surveying community and describes the physical planning rules and regulations in Germany with stress on similarities and differences to Poland. Such comparison results form the accession of Poland to European Union and the need to determine how much the Polish system is similar to the Euopean system. Because of the complexity of the subject, the article drafts the fundamentals of physical planning on the country, regional and local levels. Although the functioning of the system of physical planning in both countries appears to be similar, significant differences can be spotted in the rules of organization and creation of plans in Poland and Germany.
