In urban networks, with dense traffic flows and a high risk of the disruption (even in the form of a short queue of vehicles) the probability of occurrence of such a situation (disruption and queue) is a better measure of the probabilistic description of the capacity constraints than the expected waiting time in the queue, because the probability takes into account the risk of delay in the traffic flow from the point of view of the person that plans a trip. The functions of expected smoothness of the traffic flows in the elementary nodes and the expected waiting time in the queue for different packages of ITS services have been presented in the mathematical forms.

W artykule przedstawiono wyniki badań ankietowych z 2009 r. mieszkańców aglomeracji górnośląskiej dotyczących postrzegania warunków ruchu miejskiego w kontekście pojęcia płynności ruchu. Wyniki są próbą odpowiedzi na pytania jak rozumiane jest przez kierowców i pasażerów transportu indywidualnego pojęcie ruchu płynnego oraz które czynniki odbierane są przez nich jako istotnie pogarszające ruch płynny.

The results of survey (year 2009) on the perception of conditions in urban traffic of the Silesia region (agglomeration) have been presented in this article. The results describe colloquial terms: traffic flow, traffic smoothness in opinion of passengers and drivers of individual vehicles.

Talked about a theory, based on integrity of continuous motion of a transport stream. Placing of car and its speed is in a stream - second. Principle of application of the generalized methods of design and new descriptions of the states of transport streams opens up. Travelling and transport potentials are set, and also external capacity of the system a "transport stream" is an exergy, that allows to make differential equation and decide the applied tasks of organization of travelling motion. Efficiency of application theory of waves is underlined with the new parameters of streams for management and increase of carrying capacity.

W artykule prezentowane są metody optymalizacji sieci transportowej, która bazuje na fakcie zależności przepustowości skrzyżowań od organizacji ruchu. Proponowana metoda jest głęboką analizą warunkowych przepustowości, która daje dobrą ocenę wąskich gardeł, a w następnych krokach usunięcie ich. Wykazano, że taka metoda jest właściwą metodą optymalizacji. Tak więc, problem optymalizacji sieci transportowych jest, w gruncie rzeczy, problemem oceny warunkowych przepustowości, a więc jest tylko problemem teorii potoków ruchu

The article is presenting the new way of methods for transportation network optimization who are based on the fact that the dependency of intersection capacity from traffic assignment. Proposed method is deep analyze the conditional capacities, that gives the good estimation of the network bottlenecks, and in the next steps, and the bottlenecks remove in order the most serious bottlenecks. This is proved that such method of network optimization is proper only. So the network optimization is as a matter of fact, the conditional network capacity problem and this is the traffic theory problem only.

W artykule prezentowane są metody optymalizacji sieci transportowej, która bazuje na fakcie zależności przepustowości skrzyżowań od organizacji ruchu. Proponowana metoda jest głęboką analizą warunkowych przepustowości, która daje dobrą ocenę wąskich gardeł, a w następnych krokach usunięcie tych wąskich gardeł z najbardziej istotnych wąskich gardeł. Wykazano, że taka metoda jest właściwą metodą optymalizacji. Tak więc problem optymalizacji sieci transportowych jest w gruncie rzeczy problemem oceny warunkowych przepustowości, a więc jest tylko problemem teorii potoków ruchu.
