Przedstawiono najważniejsze wydarzenia, wraz z komentarzami z 2008 roku w zakresie mediów elektronicznych. Dotyczy to przede wszystkim dyskusji i działań w sferze zmian prawa o radiofonii i telewizji, a także centralnego problemu rozwoju mediów, jakim jest projekt przełączenia analogowo-cyfrowego naziemnej telewizji programowej w Polsce.

Paper contains short description of the most important events with comments relating to electronic media in 2008. First of all it concerns the preparation of the changes of the RTV law and also the central problem of the development of the electronic media - the problem of the digital switchover of terrestrial TV in Poland.

Przedstawiono problematykę konkurencji i współpracy międysieciowej w telekomunikacji publicznej na podstawie regulacji prawnych Unii Europejskiej. Zwrócono uwagę na specyficzne aspekty konkurencji na rynku telekomunikacyjnym w okresie transformacji. Omówiono aspekty regulacyjne w polskiej telekomunikacji. Szczegółowo przedstawiono Dyrektywę 97/33/EC o połączeniach międzsieciowych. Wskazano kierunki przyszłych zmian w prawie telekomunikacyjnym w Polsce.

Competition and interconnection issues in the public telecommunications on the ground of the EC regulations are presented. Attention is paid to specific aspects of the competition in the telecommunication market at the transition stage. Regulation aspects in the Polish telecommunications are discussed. A detailed description of the Directive 97/33/EC on interconnection in telecommunications is given. Trends in changes of the telecommunication law in Poland are shown.
