Technology assessment and selection problems have gained importance in recent decades as the used technology often determines the enterprises’ competitive advantage. Due to the extensive catalogue of criteria that should be considered and, on the other hand, the extensive catalogue of available technologies and solutions, the decision-making process of choosing a technology becomes a significant challenge for organisations and individuals. This study aims to identify the main research directions and trends in the scientific literature on applying multi-criteria analysis (MCA) in the context of technology assessment and/or technology selection. The author conducted a bibliometric analysis of publications indexed in the Web of Science and Scopus databases. The methodology of this study also included identifying the most productive authors, countries, organisations, and journals and analysing the occurrence and co-occurrence of terms. Final analyses included 380 publications retrieved from the Scopus database and 311 documents retrieved from the Web of Science repository. The analysis of the occurrence of terms and keywords allowed distinguishing two main research directions in using MCA methods in assessing and selecting industrial and health and medicine-related technologies. Some sub-areas have also been distinguished within these two areas: energy and renewable energy technologies, waste management, biomedical and medical technologies, and drug production technologies.

The idea that technology is only a value-neutral instrument that can be used for good and bad purposes is not tenable anymore. Technology shapes our human life in all its dimensions and determines the direction of social changes. In the paper, I first show a few arguments in favor of the value-ladenness of technology and then approaches developed in response to that fact. I will argue that none of those responses is satisfactory, for they lack a formative value framework that would serve for decisions and their justification in the realm of technology development. Building such a framework requires a transdisciplinary and cooperative effort.

The article attempts to identify opportunities to improve the quality of life of older people by implementing smart city solutions. Literature research presented in it contains answers to the following questions: what is planned to be achieved as a result of the smart city concept implementation, why this concept is implemented, who participates in this task and how to achieve the expected result of smart city implementation. In response to the first and second question, attention is paid to the needs of older people – smart city solutions exploitators, associated with a specific type of transport, which must be met to achieve quality of life at a certain level. The answer to the third question is an indication of the participants, such as designers, constructors, producers of solutions in the area of the smart city, as well as their exploiters. The last ones may be customers of transport organizations (passengers, users of the water supply system), users (drivers) and maintainers of transport means. Participants in transport systems – local authorities responsible for its functioning as well as the management of the transport company – may also participate in the discussed participation. Tasks that should be given to individual participants in the process of meeting needs have been defined. It was also pointed out that their role should not focus solely on technical aspects, but social participation is of particular importance, on which the quality of life of people in society depends.

The article addresses the problem of population aging and the related problem of using and maintenance of technical means by the older persons. Such persons, as participants of the exploitation process, experience various problems. Therefore, the challenge is to adapt technical means to the needs of older people. The response of engineers to this challenge may be the technology assessment, which assumes the adoption of various achievements in the field of philosophy, sociology, psychology or other social sciences as tools for their work. The proposal for such a solution is presented in the article and it is an indicator that allows you to draw conclusions about the real needs of older people. The effect of calculations with its use is the Wi characterization in the function of the human age. This characteristic complements the characteristics obtained on the basis of empirical data about the behavior of a technical mean. The article also presents the possibilities of using the discussed indicator. These include: improving the quality of life of users of technical means at various ages through rational management of company resources, improving the quality of life of users through user-centered design, exclusion from exploitation by the elderly technical means/their components based on social technology assessment, analysis and optimization of needs people of different ages, modeling the movement of older people, elimination of social exclusion of older people, improving the quality of life of people of all ages through appropriate knowledge management.

Technology research, design, and development is confronted with rapidly advancing digitalization in two respects: (1) digitally supported or enabled technologies need to be designed and developed, and (2) the respective R&D processes themselves will happen in a much more digitalized environment. Technology design generally must take into account the values involved and possible consequences of the development and use of the resulting products, services, and systems. In a digitalizing environment, the issue of values gains even more significance because more and more close and intimate interfaces between humans and technology have to be shaped. Designing human-machine interfaces is not only a functional issue but touches upon ethical questions such as the distribution of responsibility, but also upon anthropological issues related to the human self-image and ideas about future society as well. In the respective research, design, and development processes, value-laden issues such as control, privacy, empathy, responsibility, and accountability must be taken into account beyond technical issues of efficiency and reliability. The need for designing and shaping digital future technologies involving ethics and technology assessment will be demonstrated by three examples: future industrial production and the fields of self-driving cars and care robots. Value sensitive design and responsible research and innovation will be introduced as approaches to deal with these challenges.

The interaction between science and policy is affected by increasingly dissolving boundaries whereby a number of issues arise, such as, what should political advice for national parliaments consist of in the face of global socio-technical developments? The Internet of Things in relation to Big Data resulting in enormously fast analysis of huge amounts of data, accelerates the dissolution of boundaries between science, society and policy at global level. This type of “globalization” raises questions that concern very diverse and intimate areas of life, ranging from food to health to work automation. How can access to science and technology in very different societal settings can be enabled, while also accounting for global developments? The article deals with the assumption that global effects of science and technology as well as global challenges lead to an urgent need to develop methodologies for analyzing and also shaping these developments. Under the umbrella term “Global Technology Assessment” (Global TA) it is argued that the problem-oriented, interdisciplinary methodology of technology assessment offers a promising frame to deal with cultural and ethical questions in relation to emerging technologies. This framework is needed in order to be able to develop meaningful national comparisons, but also in order to be able to approach the analysis of common future challenges on equal footing.

Older adults experience difficulties in their daily lives as their health deteriorates. Gerontechnology (the compilation of terms “gerontology” and “technology”) helps in the resolution of problems faced by older adults by improving their quality of life and, above all, developing tools to facilitate the access of older adults to all goods, services and infrastructure, which is also the understanding of the term used in this paper. The article mainly aimed to assess the selected gerontechnology that improved the quality of life of older adults in terms of different criteria, namely, innovation, demand, socioethics, usability, and functionality. It also analysed whether the respondent's age and gender had any influence on the assessment. Care robots were chosen from among the variety of gerontechnologies. The survey was conducted in the first quarter of 2018 and involved 643 people from different voivodships of Poland. Two types of questionnaires were designed. The electronic form of the survey was distributed using social media and snowball techniques, and the paper form was sent by traditional post to all nursing homes in Poland.

Artykuł zawiera rozwinięcie prezentowanych w wcześniejszych publikacjach przemyśleń autora, dotyczących roli badania potrzeb we współczesnych działaniach inżynierskich. Celem opracowania jest wskazanie celowości uwzględnienia problemów identyfikacji oraz oceny potrzeb jako podstawy procesów, w tym: procesów oceny technologii. W części pierwszej pokazano w skrócie koncepcję określoną jako „inżynieria potrzeb”. Przedstawiono również pewne propozycje rozwinięcia tej koncepcji, zwłaszcza w zakresie metodologiczno-narzędziowym. Druga część artykułu została poświęcona rozważaniom na temat roli inżynierii potrzeb, przede wszystkim w działaniach ukierunkowanych na ocenę produktów, usług i technologii zgodnie z ujęciem „Technology Assessment”.

The article introduces some extensions of presented in his previous publications the author's thoughts regarding the investigations of needs in contemporary engineering activities. The purpose of the study is to indicate the purposefulness of addressing identification issues and assessing needs as a basis for processes, including: technology assessment processes. In the first part a concept defined as "Engineering Needs" is briefly shown. Then proposals to develop this concept, especially in terms of methodology and tool, are presented. The second part of the article was dedicated to reflection on the role of Engineering o Needs in activities related to assessing of products, services and technologies in accordance with the approach of "Technology Assessment".

Wdrożone w Przedsiębiorstwie Wodociągów i Kanalizacji Sp. z o.o. w Rybniku projekty stanowią o innowacyjności technologii z perspektywy Technology Assessment na poziomie krajowym w branży usług komunalnych, która poprzez zmiany w strukturze organizacyjnej i procesy biznesowe zwiększa zdolność przedsiębiorstwa do niezakłóconego świadczenia usług.

Good practice in business lead to intensification of communication between a service provider and his consumer, allowing to inform about mutual needs and organized actions. The basis of an effective innovation development model is technology assessment standard receiving knowledge on current needs from the public opinion. The projects implemented in the Sewage and Water Supply Ltd. in Rybnik, have innovative character from the perspective of Technology Assessment at national level in the utility sector, which, on the other hand, through changes in the organizational structure and business processes, improve the enterprise’s capability to provide uninterrupted services.

W artykule zaprezentowano wykorzystanie dynamiki systemów do analizy efektów wdrożenia technologii, których zakres oddziaływania wykracza poza bezpośrednie miejsce wdrożenia technologii. Istnieje szereg technologii, których efekty wdrożenia pojawiają się w obszarach, w których ich się pierwotnie nie spodziewano. Wykorzystanie dynamiki systemów pozwala zrozumieć mechanizmy powodujące pojawianie się tychże efektów. Przedstawiono przykład i omówiono wyniki symulacji dla modelu dyfuzji F. Bass’a dla technologii identyfikacji radiowej w polskich bibliotekach.

Authors presented application of systems dynamics for an assessment of implementation of technology, which impacts extend direct point of application. There are many technologies, which implementation impacts areas, that were not initially assumed to be impacted. Application of systems dynamics enables better understanding of mechanisms driving such effects. An example of a simulation for the F.M. Bass diffusion model of radio frequency identification technology in Polish libraries was presented and discussed.

W składającym się z trzech części artykule poruszono podstawowe zagadnienia metodologiczne oceny technologii. Szczególną uwagę skupiono na metodologicznych słabościach i krytycznych momentach procesów poznawczych konstytuujących ocenę technologii. W obszernym wprowadzeniu zwrócono uwagę na coraz bardziej inflacyjne użycie określenia „technology assessment” oraz głęboki metodologiczny niedorozwój i rozmytą tożsamość oceny technologii jako dziedziny „postnormal science”. Wykazano pilną potrzebę zbudowania ogólnej teorii oceny technologii i standaryzacji jej procedur. W części drugiej scharakteryzowano ogólny profil metodologiczny oceny technologii i omówiono główne przyczyny problemów z jej teoretycznym i metodologicznym samookreśleniem. W części trzeciej przedstawiono podstawową strukturę procesu poznawczego typowego dla oceny technologii, wskazano na czynniki determinujące tą strukturę oraz zidentyfikowano w niej szereg krytycznych momentów. Są one związane ze złożonością przedmiotu i trudnościami w jej opanowywaniu, z prospektywną orientacją i niepewnością prognoz, z brakiem odpowiedniego arsenału metod roboczych i kryteriów jakościowych regulujących ich stosowanie, ograniczeniami zasobowymi i presją czasu wynikającą z powiązania oceny technologii z politycznymi procesami decyzyjnymi oraz problemami z praktyczną realizacją interdyscyplinarności. W zakończeniu zwrócono uwagę na konieczność powiązania krytycznych momentów na płaszczyźnie kognitywnej z krytycznymi momentami na płaszczyźnie aksjonormatywnej, które wymagają podobnego zbadania.

This three-part article discusses the basic methodological issues of technology assessment. Special attention was paid to the methodological weaknesses and critical moments of cognitive processes which constitute the technology assessment. In the extensive introduction the increasingly inflationary use of the term "technology assessment", the deep methodological underdevelopment and blurred identity of technology assessment as "post-normal science" were highlighted. An urgent need to build a general theory of technology assessment and standardization of its procedures were pointed out. In the second part the general methodological profile of technology assessment was characterized and the main causes of problems with its theoretical and methodological self-definition were described. In part three the basic structure of the cognitive process typical for technology assessment was showed, factors which determine this structure were identified, and a number of its critical moments were indicated. They are related to the complexity of the subject and the difficulties in mastering it, with the prospective orientation and uncertainty of forecasts, the lack of appropriate arsenal of methods and quality parameters controlling their use, resource limits and time pressure resulting from linking technology assessment with political decision-making processes and problems with practical realization of interdisciplinarity. In the end, the attention was paid to necessity of connecting critical moments on a cognitive ground and critical moments at the axionormative ground, which require similar research.

Głównym celem artykułu jest identyfikacja społecznych i ekonomicznych uwarunkowań wdrażania nowych technologii w górnictwie węgla kamiennego przeprowadzona z perspektywy polskich przedsiębiorstw górniczych. Artykuł ma charakter teoretyczno-przeglądowy i został opracowany na podstawie studiów literaturowych oraz analizy uwarunkowań rynkowych i ogólnogospodarczych funkcjonowania branży górniczej w Polsce.

W literaturze wymienia się wiele metod, które można zastosować do oceny technologii. Większość z nich ocenia jednak osobno efekty generowane przez technologię i tylko nieliczne pozwalają na ich zintegrowaną ocenę. Z tego względu w niniejszym artykule dokonano charakterystyki wskaźników stosowanych do oceny zrównoważonego rozwoju. Szczególną uwagę zwrócono na metody i wskaźniki pozwalające na zintegrowaną ocenę efektów generowanych przez technologie. Przegląd ten stał się podstawą oceny możliwości zastosowania poszczególnych metod i wskaźników w zrównoważonej ocenie technologii.

The literature lists a number of methods that can be used to technology assessment. Most of them separately evaluate the effects generated by technology and only a few allow their integrated assessment. For this reason, in this paper the characteristic of indicators used for the sustainable development assessment has been presented. Particular attention has been paid to the methods and indicators allowing an integrated assessment of effects generated by technology. This review has become the basis for evaluation of the applicability of indicators for the Sustainability Assessment of the Technology.

Dalszy rozwój interdyscyplinarnej dyscypliny naukowej jaką jest ocena techniki wymaga m.in. rozwijania jej podstaw teoretycznych. Jednym z najważniejszych ich elementów jest aksjologia rozumiana jako dział filozofii (jej najstarszą i w pewnym sensie główną częścią jest etyka). W tekście przedstawiony został kontekst historyczny rozwoju – aksjologii oraz – oceny techniki. Sformułowano argumenty przemawiające na rzecz możliwości oraz celowości posługiwania się możliwie neutralnym metafizycznie pojęciem wartości. Wskazano na potrzebę przyjęcia jakiejś ontologii „świata ludzkiego”. Zaproponowano ontologię, w której świat ten obejmuje cztery (pod)światy: indywiduów, zbiorowości, przedmiotów materialnych oraz przedmiotów idealnych. Dokonano przeglądu wartości istotnych dla oceny wpływu techniki na każdy z wymienionych (pod)światów.

The future development of the Technology Assessment conceived as an interdisciplinary science calls – among others – for developing its theoretical foundations. As one of their most important elements should be regarded axiology conceived as a part of philosophy (ethics is the oldest and in a sense main part of axiology). In this paper has been presented the historical context of the development of both axiology and technology assessment. Some arguments supporting the possibility and desirability of using meta-physically neutral notion of value have been formulated. The need to assume an ontology of “human world” has been demonstrated. An ontology has been proposed in which “human world” is made up of four (sub)worlds: of human individuals, of human groups, of material objects, and of ideal objects. An overview of the values being relevant for evaluation of technology’s impact upon each of those (sub)worlds.

Technology assessment is being increasingly employed in both the public and private sectors. Technology assessment is defined as a process consisting of analyses of technological developments and their consequences as well as a debate on the basis of these analyses. Inquiries into technological developments ad their implications cannot be based on purely technical considerations but needs to adopt more complex perspectives. While traditional forms of technology assessment focused on individual technologies, current physical, technical and political realities necessitate a more systemic/holistic view, focusing on the long-term directions of social change and their impacts on a variety of sustainability. It has been acknowledged that technology and society coevolve. The paper provides information and knowledge on existing methods and their connections with the environmental, economic and social implications which are used for the assessment of sustainability of technology. This article seeks to provide some clarification by reflecting on the different approaches described in the literature as being forms of sustainability assessment in terms of their potential contributions to sustainability. Currently available methodologies for the assessment of the sustainability cover environmental parameters in a single integrated approach, like environmental impact assessment (EIA). Many of these are actually have been extended to incorporate social and economic considerations as well as environmental ones, reflecting a “triple bottom line” approach to sustainability. Each of the methods differs a set of generic criteria and indicators under the following broad categories: technological suitability, environmental considerations (in terms of resources and emissions, risks etc.), economic concerns, and social considerations. Application of LCA-based methodology to assess painting technology verifies the usability of the framework for sustainability assessment of technology. The conceptual framework for sustainability assessment of technology demonstrated through the paper verifies the application and usability of the methods used.

Ocena technologii jest coraz częściej stosowana zarówno w sektorze publicznym, jak i prywatnym. Ocena technologii jest definiowana jako proces składający się z analiz technologii i ich konsekwencje rozwoju i stosowania określonych technologii, procesy rozwoju technologii. Liczne zapytania o rozwój technologii nie mogą opierać się na względach czysto technicznych, ale wymagają bardziej złożonych perspektyw. Podczas gdy tradycyjne formy oceny technologii skupiają się na indywidualnych technologiach, obecne realia techniczne i polityczne wymagają bardziej systemowego/holistycznego spojrzenia, skupiającego się na długoterminowych kierunkach zmian społecznych i wewnętrznych zróżnicowaniach. Uznano, że technologia i społeczeństwo są współzależne. Artykuł dostarcza informacji i wiedzy na temat istniejących metod i ich współzależności, które są wykorzystywane do oceny stopnia zrównoważenia technologii. Odzwierciedlając różne podejścia opisane w literaturze, niniejszy artykuł ma na celu zarysowanie koncepcji metody oceny technologii pod kątem potencjalnego jej wpływu na zrównoważony rozwój. Obecnie dostępne metody oceny technologii uwzględniają parametry środowiskowe w jednolitym zintegrowanym podejściu, na przykład ocenę wpływu na środowisko (EIA). Wiele z nich zostało faktycznie poszerzonych o aspekty społeczne i ekonomiczne, a także środowiskowe, co odzwierciedla podejście zrównoważonego rozwoju, tj. „triple bottom line”. Każda z metod różni się zbiorem ogólnych kryteriów i wskaźników ujętych według różnych kategorii: przydatność technologiczna, względy środowiskowe (zasoby, emisja, zagrożenia itp.), aspekty ekonomiczne i względy społeczne. Zastosowanie metodyki opartej na cyklu życia produktu (LCA) do oceny technologii malowania ma na celu weryfikację przydatności tego narzędzia do oceny technologii w aspekcie zrównoważonego rozwoju.

In pursuit of higher energy savings and de-carbonization, greater fuel diversity and lower pollutant emission is possible by production processes through energy-savings opportunities and associated environmentally-benign technologies. Current production processes represents the biggest consumption of energy, and the greatest amount of emissions emitted to the environment. Improvement in energy efficiency is considered as the basic principle in realizing energy-saving, bringing cost-effective benefits and reduction of greenhouse emissions. Hence, this study proposes a framework to assess alternative sustainability of cogeneration systems, integrating the economic, environmental, and social indicators. The results showed that the cogeneration system with a new boiler with a 600 PSIG pressure and a new turbine seems to be a cost-efficient solution compared to the baseline scenario saving energy at the level of 1,823,072 kWh/yr (63%) against the baseline scenario. In the case study, the implemented solution in the plant improved the overall sustainability degree of technology by 53% (from 46% as baseline to 97%).

As part of this article, research work aimed at acquiring new knowledge regarding the analysis and assessment of arbitrarily selected gerontechnology: personal care robots for older adults. The results planned to be achieved under the article have not been reflected in previous scientific studies. Until now, no research has been carried out to assess this technology regarding heterogeneous criteria. The existing research results only concern the study of the acceptability of the technologies used by older people to improve their quality of life. The opinions of prospective potential users were not considered as well as their age and place of posting or education. Neither were marketing, social and ethical aspects, competitiveness or innovation. The author will use the proprietary methodology of prospective technology analysis (PAT) to analyse and evaluate the technology. This methodology allows assessing the current state of technology. It enables providing knowledge on characteristic features of the technology, current and potential applications of a given technology and necessary for the development of analysed resource technologies, as well as the impact of technology on the environment and the environment on technology.

Radio Frequency Identification (RFID) is a rapidly emerging technology with a wide range of impact and still not fully exploited potential applications. The impact of RFID is not limited to the area of its direct application. There are many possible benefits to be gained from RFID application, but it must be preceded with careful analysis as its implementation is not always reasonable. A new method for an assessment of RFID technology was presented and explained on the case of a white goods manufacturer. There was a lack of such a method allowing for relatively quick and flexible assessment, which is important for decision makers, who do not want to become involved in very sophisticated and time-consuming analysis at the early stage of decision making. The method supports early phases of decision making related to RFID implementation. Conclusions derived from the analysis of the case study confirmed that the method applied allows for rationalizing decision making and answers whether RFID could generate strategic advantage, in which area RFID should be applied, how RFIDsupported processes will be executed and what benefits would be expected. previous papers focused only on answering specific questions from the above list, without showing a holistic approach. the approach to answer questions about execution of processes and benefits was not considered earlier at all. The paper illustrates details of using a new method of an assessment of RFID technology (ART) using a real industrial example.

Na wstępie zdefiniowano pojęcie technologii i jego rozumienie w różnych kontekstach. Następnie dokonana została charakterystyka wybranych metod analizy portfela technologicznego przedsiębiorstw.
