Bezpieczniej, nowocześniej, wręcz rewolucyjnie, ale drożej, czy - jak dotąd - powoli, z poprawkami, ale bez zbędnych kosztów. O co chodzi w tym starym jak świat dylemacie? Tym razem o system organizacji badań technicznych pojazdów i nadzoru nad działalnością stacji kontroli. Rządowy projekt nowelizacji prawa o ruchu drogowym był już prawie uchwalony, kiedy w Sejmie doszło do nagłego zatrzymania prac. Kiedy i w jakiej formie "prawie przyjęte" przepisy wejdą w życie nikt nie wie, ale wejść muszą, bo taki wymóg postawiła Unia Europejska.

20 maja ubiegłego roku minął termin implementacji nowej dyrektywy Parlamentu Europejskiego i Rady 2014/45/UE w sprawie okresowych badań zdatności do ruchu drogowego pojazdów silnikowych i ich przyczep. Po tym terminie państwa członkowskie miały niezwłocznie przesłać Komisji Europejskiej uchwalone przepisy, które powinny wejść w życie nie pózniej niz 20 maja 2018. Tego dnia przestanie bowiem obowiązywac poprzednia dyrektywa 2009/40/WE.

Influence of selected service operations on the effectiveness of brake system operation

This paper attempts to clarify what impact has selected technical maintenance tasks on the effectiveness of the braking system with special emphasis on the initial break-in period of associated components. Were conducted studies involving measurements of braking forces on a rolling station and road tests Renault Thalia of car braking during which was recorded deceleration, speed, temperature of brake discs and the force of the pressure on the brake pedal. Braking process on the rolling station was assessed with a braking efficiency ratio as a criterion. However, results collected during road tests allowed studying for more accurate of running-in process of car barking system elements. This was due to taking into account the total vehicle braking force compared with the force applied to the brake pedal. The study was performed for the discs and brake pads exhibiting a different degree of wear, with particular emphasis on the running-in elements occurring immediately after replacing brake pads. In this case, there is a noticeable loss of performance brake system, which persists after initial running in mating faces of the pad and the brake disc. This phenomenon is known from workshop car service practice, but there is a need for sensitization of staff at the Pre-reaching elements of the service operations, because operation of a vehicle with a temporarily reduced efficiency of the braking system on a public road has the potential to cause threats to the safety of road users.

Niniejszy artkuł przybliża kwestie związane z egzaminowaniem kandydatów na diagnostów wykonujących badania techniczne pojazdów. Autorka wskazuje istotne zmiany, jakie wprowadziła do polskiego prawodawstwa nowelizacja ustawy o ułatwieniu dostępu do wykonywania niektórych zawodów regulowanych, która weszła w życie w dniu 10 sierpnia 2014 roku. Artykuł porusza kwestie związane z trudnościami, na które napotykają osoby przystępujące do egzaminu kwalifikacyjnego dla kandydatów na diagnostów. Autorka ujawnia jednocześnie czynniki, które mogą mieć na to istotny wpływ.

This article introduces issues related to the examination of candidates for diagnosticians performing technical inspections of vehicles. The author indicates the significant changes introduced to the Polish legislation by the amendment to the Act on facilitation of the access to perform certain regulated professions, which entered into force on August 10th, 2014. The article raises issues related to the difficulties faced by the persons taking the qualification examination for the candidates for diagnosticians. The Author also reveals the factors, that may have a significant impact on it.

W artykule omówiony został problem dotyczący procedury przeprowadzania badań technicznych pojazdów zabytkowych w Stacjach Kontroli Pojazdów. Sposób wykonywania badań technicznych przez diagnostę samochodowego określony jest przed konkretne rozporządzenie, lecz niestety żadna ustawa nie daje odpowiedzi na to, jakie warunki muszą być spełnione aby pojazd zabytkowy został dopuszczony do ruchu.

This article discusses the issue related with the procedure of conducting technical examinations of antique vehicles at the Motor Vehicle Inspection Stations. The method of the technical examinations carrying out by a car diagnostic has been stipulated by specific regulations, however no act provides an answer what conditions have to be met so as the antique vehicle can be admitted to traffic.
