Oznakowanie CE wyrobu budowlanego jest możliwe na podstawie oceny i weryfikacji stałości właściwości użytkowych tego wyrobu, dokonanej z wykorzystaniem europejskiej normy zharmonizowanej albo Europejskiej Oceny Technicznej (ETA). ETA może być wydana dla wyrobu innowacyjnego, czyli wyrobu nieobjętego albo nie w pełni objętego normą zharmonizowaną. ETA jest dokumentem dobrowolnym, wydawanym na wniosek producenta. Stanowi ocenę właściwości użytkowych wyrobu budowlanego w odniesieniu do jego zasadniczych charakterystyk zgodnie z właściwym przedmiotowo Europejskim Dokumentem Oceny (EAD).

CE marking of innovative construction products. CE marking of a construction product is possible on the basis of assessment and verification of constancy of performance of that product, carried out using either a harmonised European standard or a European Technical Assessment (ETA). An ETA may be issued for an innovative product, i.e. a product not covered or not fully covered by a harmonised standard. The ETA is a voluntary document, issued on request of the manufacturer. It assesses the performance of the construction product in relation to its essential characteristics in accordance with the relevant European Assessment Document (EAD).

W referacie poruszono aspekty wspólnotowej harmonizacji technicznej, zwracając uwagę na politykę odnosząca się do harmonizacji technicznej, jak zmieniała się w czasie, odpowiednio do liczby państw członkowskich, aktualnych problemów, zaplanowanych i realizowanych celów. Z założenia harmonizacja ta jest procesem przebiegającym w ciągłym doskonaleniu, uwzględniającym na ile to możliwe realne warunki i sytuacje kryzysowe. Wydaje się, że polityczny wysiłek podejmowany do tej pory, mimo obecnych trudności w gospodarce światowej pozwoli na dalsze udoskonalanie elementów tej polityki obejmujących działania co najmniej w zakresie akredytacji, notyfikacji, normalizacji, procedur oceny zgodności/certyfikacji, nadzoru rynku, zasad wzajemnego uznawania. Nie można jednak wykluczyć, że w obliczu światowego kryzysu działania te zostaną spowolnione lub wypaczone.

The Article addresses the technical aspects of Community harmonization, paying attention to policies relating to technical harmonization, as changed over time, according to the number of Member States, current issues, planned and carried goals. The assumption of the harmonization is a process of continuous improvement, taking into account as far as possible the real conditions and emergencies. It seems that the political eff orts undertaken so far, despite the current difficulties in the global economy will further improve elements of the policy covering activities at least for accreditation, notification, standardization, conformity assessment procedures / certificatio, market surveillance, the principles of mutual recognition. It can not be ruled out that in the face of the global crisis, these actions will be slowed or distorted.

Szczególną uwagę zwrócono na proces ustanawiania zharmonizowanych specyfikacji technicznych oraz zadania stojące przed państwami członkowskimi UE.

The paper presents the most important elements of European harmonization regarding construction products, including key achievements of the last decade. Particular emphasis was paid to the process of establishing of harmonized technical specifications and to the respective tasks for EU Member States.

The article points out the role and importance of standardization in the EU economic policy and development strategy and discusses European standardization activities in the field of transport and its basic institutional structure and organization of the work of the technical bodies of the European Standards Organizations (ESOs). The relation between the standardization and legislation and selected European standardization initiatives concerning transport are shown. The article also deals with the principles of cooperation of the EU Member States and ESO technical bodies as well as the main problems of the system of national standardization.

Wskazano rolę i znaczenie normalizacji w polityce gospodarczej i strategii rozwoju UE. Omówiono europejską działalność normalizacyjną w zakresie transportu oraz jej bazową strukturę instytucjonalną i organizację prac organów technicznych europejskich organizacji normalizacyjnych (EON). Przedstawiono powiązania działalności normalizacyjnej z legislacją oraz wybrane europejskie inicjatywy normalizacyjne dotyczące transportu. Opisano zasady współpracy państw członkowskich UE z organami technicznymi EON oraz główne problemy funkcjonowania systemu normalizacji krajowej.
