W artykule omówiona została organizacja systemu badań technicznych we Włoszech, której ważnym elementem jest nadzór realizowany za pomocą bezpośredniej statystycznej analizy przy wykorzystaniu Systemu Informatycznego działającego on-line. System okresowych badań pojazdów jest tak zaprojektowany, że tworzy spójną całość i wymusza wysoką jakość badań technicznych a jego elementy mogłyby być wykorzystane i poprawić jakość działania systemu badań w Polsce.

Paper present organization of the system of Periodic Technical Inspection in Italy. Supervision is an important element of the system. It is based on direct statistic analysis of data of results and deficiencies from running online IT system. The periodic technical inspection system is coherent and enforces good quality of inspections and its elements could provide an inspiration to improve Polish PTI system.

The increasing number of road accidents nowadays seems to by a global problem. Apart from the obvious causes of accidents, such as violation of road traffic rules by drivers and pedestrians, the drunk driving, poor quality of road infrastructure, the technical faults of vehicles should also be take into account. Reasons of technical failures can be the failure of parts, components and assemblies caused by aging, poor quality or non-observance of technological norms when they are installed. It is possible to prevent the occurrence of faults by applying warning methods, one of which is obligatory periodic technical inspection. The purpose of this article is to analyze the characteristic features of the systems of technical inspections in automotive transport used in Poland and Russia. It makes it possible to identify common features and distinctive features of systems in both countries.

Wzrost liczby wypadków drogowym jest obecnie ogólnoświatowym problemem. Razem z głównymi przyczynami wypadków drogowych, tj. naruszanie zasad ruchu drogowego przez kierowców i pieszych, jazdą po spożyciu alkoholu, niedostateczną jakością drogowej infrastruktury technicznej, powinno się także uwzględniać usterki samochodów, jako istotny czynnik pośredni. Przyczynami defektów technicznych samochodów mogą być uszkodzenia części i komponentów spowodowane starzeniem, złą jakością lub nieprzestrzeganiem norm technicznych podczas ich montażu. W celu zapobiegania występowania usterek możliwe jest stosowanie działań zapobiegawczych. Jednym z nich jest okresowe badanie techniczne. Celem niniejszego artykułu jest analiza specyfiki systemów kontroli stanu technicznego samochodów przyjętych w Polsce i Rosji oraz identyfikacja ich cech wspólnych oraz charakterystycznych.

The application of on-board diagnostics systems for assessing the technical state of automotive vehicles

This article presents the results of investigations regarding the use of on-board diagnostic systems to assess the technical state of automotive vehicles, and the possibilities of early fault detecting. The examinations were carried out in order to establishifit is possible to evaluate the level of compatibility between diagnostic test units and on-board diagnostic systems in over three hundred models of vehicles which were produced by different manufactures. The investigations concerning the influence of examination conditions, the type of faults and the vehicle age upon the results and reliability of diagnostic tests were carried out. The suitability of fault codes which were recorded in the memory of diagnostic system while the vehicle was operating have been determined as far as the recognition of the type of faults is concerned. Additionally, the examinations of engine on a test stand were carried out as well. Sensitivity of diagnostic systems was tested regarding the changes of work parameters of the engine. The faults of engine were deliberately provoked and were examined at the early stage by on-board diagnostic systems. The test results show that there is a necessity of elaborating new diagnosing methods enabling to find damages regarding safety in road traffic.
