W monografii zostały przedstawione zagadnienia lokalizacji, modelowania i finansowania oraz budowy i funkcjonowania centrów logistycznych w portach morskich. Monografia, w sposób kompleksowy, przedstawia pola badawcze i system działań, które należy wykonać w celu utworzenia centrum logistycznego. Walory metodyczne książki mają charakter uniwersalny i mogą być wykorzystane w każdym porcie, zwiększając jego konkurencyjność. Teorię i praktykę budowy portowego centrum logistycznego przedstawiono na przykładzie realizowanej od 2005 r. koncepcji pierwszego w Polsce Zachodniopomorskiego Centrum Logistycznego - Port Szczecin, którego autorka monografii jest głównym twórcą i projektantem. Treść monografii została zawarta w dziesięciu rozdziałach. W rozdziale pierwszym określono parametry techniczno-eksploatacyjne portów jako miejsc lokalizacji centrów logistycznych. W rozdziale drugim dokonano oceny istniejących i prognozowanych połączeń transportowych z centrum logistycznym w układzie gałęzi transportu w relacjach krajowych i zagranicznych. Przedstawiono także powiązania wewnątrzportowe wskazując na możliwości wykorzystania istniejącej i projektowanej infrastruktury transportowej. W rozdziale trzecim zawarto charakterystykę funkcji gospodarczych regionu w aspekcie ich wpływu na powstanie i funkcjonowanie centrum logistycznego. Treścią rozdziału czwartego jest rynek usług logistycznych. W rozdziale piątym określono istotę, rodzaj i zakres usług logistycznych, które będą świadczone w centrum logistycznym w powiązaniu z usługami świadczonymi w granicach portu. Treścią rozdziału szóstego jest plan przestrzennego zagospodarowania terenu obejmujący podstawowe obiekty infrastrukturalne i kubaturowe oraz urządzenia techniczne warunkujące rozwój portowych funkcji logistycznych. W rozdziale siódmym przedstawiono model formy organizacyjno-prawnej oraz systemu zarządzania centrum logistycznym w porcie. Rozdział ósmy zawiera specyfikację prac i nakładów inwestycyjnych niezbędnych przy budowie centrum logistycznego ze wskazaniem ich finansowania. Przy wielokryterialnej analizie i ocenie efektywności ekonomicznej projektu centrum logistycznego zostały wykorzystane mierniki stosowane w metodyce UNIDO i Banku Światowego. W rozdziale dziewiątym ukazano koszty i korzyści społeczne. Warunki zewnętrzne i wewnętrzne budowy i rozwoju centrum logistycznego stanowią treść rozdziału dziesiątego. Monografia powstała jako uogólnienie podstaw teoretycznych budowy centrów logistycznych oraz zdobytej przez autorkę praktyki modelowania Zachodniopomorskiego Centrum Logistycznego - Port Szczecin, pierwszego w Polsce portowego centrum logistycznego, na którego budowę Polska uzyskała środki z Europejskiego Funduszu Rozwoju Regionalnego (ERDF). Pozycja ta może stać się przewodnikiem metodycznym kształtowania centrów logistycznych, brakujących ogniw polskiego systemu transportowego.

The monograph presents the problems of locating, modelling and financing, as also the construction and functioning of logistic centres in sea ports. The monograph presents, in a complex way, the research areas and a system of actions to be taken in order to create a logistic centre. The methodological merits of the book are of a universal character and can be applied in any port, enhancing its competitiveness. The theory and practice of building a logistic port centre have been presented by the example of the complex of the West Pomeranian Logistic Centre at the Port of Szczecin, which has been carried out since 2005, the first of its kind in Poland; the author of this monograph is its chief creator and designer. The content of the monograph has been contained in ten chapters. The first chapter determines the technical and operational parameters of the ports as locations for logistic centres. The second chapter assesses the existing and predicted transport connections with the logistic centre in the system of transport branches in domestic and foreign relations. The port's internal connections have also been presented, and the possibilities of taking advantage of the existing and designed transport infrastructure. The third chapter gives a characteristic of the region's economic functions in their aspect of influencing of creating and functioning of the logistic centre. The fourth chapter deals with the market of logistic services. The fifth chapter defines the nature, kind and scope of logistic services, which will be rendered in the logistic centre along with services provided within the boundaries of the port. The sixth chapter provides a plan of the port's spatial development, covering basic infrastructural and cubature objects, as well as the technological devices that will determine the development of the port's logistic functions. The seventh chapter presents a model of the organisational and legal system and a management system of the port's logistic centre. The eighth chapter specifies the work and investment expenditure, indispensable for building the logistic centre, with indication of their financing. For a multi-criterion analysis and assessment of the economic effectiveness of the logistic centre design, use was made of standards applied by UNIDO and World Bank methodology. In the ninth chapter the social expenses and advantages have been shown. Internal and external conditions of building and developing the logistic centre constitute the subject matter of chapter ten. The monograph was created as a result of generalised theoretic base of building the logistic centre, and the practical experience gained by the author in modelling the West Pomeranian Szczecin Port Logistic Centre, the first port logistic centre in Poland, for which means were granted to Poland by the European Regional Development Fund (ERDF). This position may become a methodological guide for shaping logistic centres, which are the missing links in the Polish transport system.
