Lex Uber. Obligations of the intermediary and driver in new road transport regulations

Purpose: The purpose of the article is to discuss and analyze new regulations regarding passenger transport, new obligations of intermediaries such as Uber and drivers using such platforms. Design/methodology/approach: Analysis and interpretation of legal provisions, analysis of the socio-economic context and desirable implications. Findings: The new regulations should increase the sense of justice and equal treatment of entrepreneurs due to the unification of the requirements for all entities providing passenger transport services. Potential increase in the quality of transport services for consumers due to greater legal certainty and standards. Regulating the status and activities of intermediary platforms that have previously operated in the sphere of legal uncertainty. Originality/value: This is one of the few first studies on regulations that have been in force recently and regulating the controversy related to Uber's activity in Poland. This should be a practical source of knowledge and conclusions about the applicable regulations for transport companies, drivers wishing to operate e.g. under the Uber banner, as well as aware passengers who can expect the quality of services provided.

Taxiing of manned and remotely piloted aircraft is still performed by pilots without using a system of automatic control of direction and speed. Several reasons have emerged in recent years that make the automation of taxiing an important design challenge. The reasons are: decreased airport capacity due to the growing number of aircraft, poor ground operation conditions during poor visibility conditions, an increase in workload of pilots and air traffic controllers and the integration of simultaneous ground operations of manned and remotely piloted air vehicles. This paper presents selected aspects of the concept of a Low Level Automatic Taxi Control System In particular, it emphasizes the means of controlling an aircraft during taxiing, accuracy requirements of the system and proposes control techniques. The resulting controller of the system is adaptable for different aircrafts. The actuators and their mechanical connections to available controls are the aircraft specific part and are designed for the particular type - in this case - a general aviation light airplane.

Kołowanie samolotów załogowych oraz zdalnie sterowanych jest obecnie wykonywane przez pilotów bez wykorzystania systemów automatycznego sterowania kierunkiem i prędkością. W ostatnich latach pojawiło się kilka przesłanek, które uczyniły automatyzację kołowania ważnym wyzwaniem projektowym. Są nimi: obniżona przepustowość portów lotniczych z powodu zwiększającej się liczby samolotów; obniżona wydajność operacji naziemnych w warunkach słabej widzialności, zwiększone obciążenie pilotów oraz kontrolerów: ruchu lotniczego i integracja równoczesnych operacji naziemnych samolotów' załogowych oraz zdalnie sterowanych. W pracy zaprezentowano wybrane aspekt}' koncepcji Niskopoziomowego Systemu Automatycznego Sterowania Kołowaniem. W szczególności skupiono się na sposobach sterowania samolotem w trakcie kołowania, wymaganiach odnośnie dokładności systemu i zaproponowano metodę sterowania. Regulator systemu może być zaadaptowany dla różnych samolotów. Mechanizmy wykonawcze oraz ich mechaniczne połączenia z dostępnymi elementami sterującymi samolotem są częścią systemu specyficzną dla danego samolotu i są zaprojektowane dla konkretnego typu - w tym przypadku - lekkiego samolotu general aviation.

W artykule omówiony został problem nowo pojawiających się form indywidualnego transportu miejskiego, jako alternatywy dla systemu taksówek i użytkowania własnych pojazdów samochodowych. Celem pracy było przedstawienie kierunków możliwego rozwoju miejskiego transportu indywidualnego w oparciu o wyniki przeprowadzonej ankiety.

This paper gives a summation of two most popular individual transport companies available in Krakow, Uber and TrafiCar. These are modern urban alternatives for the standard means of transport, taxi cabs and public transportation. Selected companies give a customer the opportunity to use a combination of modern technology (Uber) and completely different attitude to the process of transportation (TrafiCar) - carsharing. Modern solutions can substitute old-fashioned means of transport. Flexible market proves that there is still a plenty of room for innovative solutions. The results of questionnaire presented on social media on a group of 285, mostly young (18-25 years old) people, proved that major factor in selection are the price of the product. Described companies predicate their strategy on price. The other key elements for mostly young people are the possibility of a use of modern technologies and comfort of travelling. The future of transportation gives a chance for both, private companies and city solutions. Local authorities plan to introduce their own way of carsharing as an impulse given from young companies that aggressively stepped in changed the market. The possibility of harmonic coexistence ensures constant of individual transport solutions in the city.

Transport jako gałąź gospodarki odgrywa istotną rolę w procesie globalizacji oraz integracji regionów. Towarzyszą mu przy tym zjawiska, które negatywnie wpływają na środowisko takie jak hałas, zużycie nieodnawialnych surowców czy emisja szkodliwych substancji do atmosfery. W ostatnich latach Unia Europejska zwraca szczególną uwagę na zrównoważony rozwój gospodarczy, a w tym na kształtowanie zrównoważonego transportu. Z wyżej wymienionych względów należy przyjrzeć się rozwiązaniom, które wspomagają kształtowanie proekologicznego systemu transportowego w mieście. Elementem takiego systemu mogą być pojazdy wyposażone w elektryczny napęd. Dzięki takim zaletom jak zerowa emisja związków toksycznych i CO2 w trakcie eksploatacji pojazdów oraz niższy poziom hałasu, mobilność elektryczna wpływa na poprawę jakości powietrza w aglomeracjach i przyczynia się do podniesienia komfortu życia w mieście. W artykule szczególną uwagę poświęcono taksówkom elektrycznym, ponieważ tego rodzaju przewozy są składową miejskiego transportu zbiorowego i mogą odgrywać znaczącą rolę w miejskim systemie transportowym.

Transportation as a part of economy is very important in the process of globalization and integration of regions. It is accompanied with phenomena, which adversely affect the environment, such as noise, consumption of non-renewable raw materials and emissions of harmful substances into the atmosphere. In recent years, the European Union had paid special attention to sustainable economic development, including the development of sustainable transport. For these reasons, we should look into solutions which support development of an environment-friendly transport system in a city. Electric vehicles can constitute a part of such a system. With such advantages as zero emission of toxic compounds and CO2 during vehicle exploitation and lower noise, electric mobility influences the air quality in urban areas and contributes to improving the quality of life in a city. In this article, special attention was paid to electric taxis, because this type of transport is a component of urban public transport and may play a significant part in the urban transport system.
