Monitoring of changes in spatial planning represents an important tool for improving the functioning of spatial planning system. It has special value for the assessment of immediate interest and feasibility of spatial development plans at all levels (from the concept of spatial development at the country level to local development planning). The system of development planning in Poland has a hierarchical nature. In consideration of the above, monitoring of changes in spatial-functional systems shall be tailored to the scale and range of respective planning documents. One can adopt at least two levels of spatial development of the country: country/regional and local. Nevertheless, it is essential to maintain coherence between both levels of perception of changes in spatial development what is related with solving such problems as rescaling from large local scale to a small one at the country/region level or a way of aggregating the information as well as its spatial references (spatial resolutions). Development of spatially continuous systems of protected areas constitutes one of the more important solutions in the developement planning system at all levels. Such systems, however, are not a form of spatial development; while the control of possible changes in biodiversity level or in functioning of ecosystems, etc. constitute attributes of the monitoring of nature. The requirement to establish such a monitoring was laid down by the Law on Nature Conservation, as a part of the State Monitoring of the Environment, which is defined by the Law on Environmental Protection. In the light of the above, the suggested subject of the monitoring of spatial development should be identification and registration of sites/areas where conflicts arise between some forms of spatial development and requirements defined (also in the plans) for protected areas making up part of the system of protected areas and landscape.
