W artykule przedstawiono ogólne podstawy symulacji rozwoju urbanistycznego na podstawie modeli komórkowych. Nowa teoria, wykorzystująca aparat matematyczny stworzony do badań i modelowania dynamiki układów nieliniowych, rozszerza również możliwości poznawcze i wykorzystanie systemów GIS w szeroko pojmowanym planowaniu przestrzennym. Jej szybki rozwój w ostatnich latach i niezwykłe osiągnięcia w poznaniu procesów rządzących podstawową dynamiką złożonych systemów emergencyjnych czynią z niej jeden z bardziej istotnych nurtów również we współczesnych badaniach rozwoju urbanistycznego i uzasadniają duże zainteresowanie, jakie wzbudza w wielu ośrodkach naukowych na świecie.

Understanding urban growth process is a fundamental issue both in preparation of development plan and elaboration of sustainable management policy. Structural development of human settlements can be characterized as a complex process with strong feedback. The assumption that very few fundamental laws govern this process has inspired rather notable research in the field of urban growth for the last decade. Cellular automata provide the key to the dynamics of this process and allows modeling that integrates socioeconomic with environmental issue and operates at both micro and macro geographical scales.

ATR Track II is more sophisticated hardware and software technology then previous model (presented on 3-5 July 2000 in Olsztyn during second Workshop of Satellite Navigation), made for Windows 2000/XP , which works as a Command Center in a system with mobile units equipped with GPS and wireless data communication. In the project the GIS MultiViewer application was developed, that visualizes real time GPS navigation data over the public security system. In addition to position messages, vehicle alarm status and text messages can be sent between the vehicles and the Command Center in order to control and supervise the operation. Moreover, areas on the map can be defined as alarm zones and if a vehicle enters such an area, an alarm will be generated and followed on the map and all positions are recorded. In this condition, the red alarm label appears, an alarm signal is generated the vehicle is zoomed.
