An analytical method of the DGPS radiobeacon signal availability prediction

The most popular method of determining availability of DGPS as a complex radionavigation system is the ratio of Mean Time Between Failures to total (i.e. sum MTBF and Mean Time To Repair). This simple method can be used only as a post processed method. The analytical method of availability prediction of the DGPS radio signals transmitted by the Marine Radiobeacons is discussed in the paper. Authors propose to determine it on the basis of such information like: type of RTCM message, signal to noise ratio, rate of corrections etc. To model the availability zones of each DGPS Reference Station these calculations can be used. The short version of this article was presented on the GNSS’99 Conference in Genoa. Now, the full version is presented. Some results of the implementation in practice for Polish DGPS Reference Station Rozewie are added.

W referacie przedstawiono przegląd stanu aktualnego systemów radionawigacyjnych oraz, wykorzystując oficjalne dokumenty, plany ich wykorzystania zarówno w obszarze europejskim jak i amerykańskim. Przedstawiono również krótkie informacje o głównych programach badawczo rozwojowych w tej dziedzinie. Szczególną uwagę położono na rozwój systemów satelitarnych i ich wersji rozwojowych. Przedstawiono także informację o sytuacji i planach w zakresie radionawigacji na obszarze Polski. Zebrane informacje i szeroki przegląd literaturowy pozwalają na własną ocenę perspektyw poszczególnych systemów.

In the paper is presented, on base of official document, short review of actual situation in radionavigation systems in European and US region and plan of their operational use in near future. Description of the most important development program in this domain is also presented. Special attention is directed to new satellite navigation systems. By the presented analyse of situation in radionavigation systems for civilian and military users in Poland, authors take part in more general discussion about future of state politics in this subject. Collected information and references give the readers possibilities to create their own opinion in discussed title.
