Innovations become increasingly important in economic processes. The article presents the holistic relation between the innovation and the needs of transport with the particular emphasis on the impact of interactivity. Also the contemporary perception of the transport sector as an active rather thanpassive process was stressed. By describing such a connection the contribution of Szczecin School of Transport Economics in scientific development of economics of services was presented.

The process of globalization that restricts the role of nation states at the same time accentuates the significance of local and regional context for effectiveness of various innovative activities. Therefore, the regional innovation system (RIS) have a critical importance for the establishment and maintenance of international competitiveness28. In zachodniopomorskie district action concerning regional innovation system has been running on a small grand scale. Only recently in zachodniopomorskie district the RIS is being creating. The project started in October 2005 and it will be implementing until March 2008. The process of creating RIS is right now possible mainly in view of making the founds from European Structural Founds available. The implementation of RIS project based on formulating and developing web cooperation on regional level between the suppliers of innovation and technology - higher education institution, and their receivers - companies, in order to increase the standard of local innovation and competitiveness.

Co-operation isn't a new phenomenon in economy, but evolve continues. Actual concept of co-operation found on knowledge flown, horizontal relations and unrepeatable tactic skills of enterprises. Collaboration in industry or cluster accelerate innovation activity building an synergy's and catalyse diffusion's effect. To get an acceptable innovation results it depends on determinants of co-operation relationships like characteristic of relations (vertical, horizontal and networking), size of enterprises, spatial proximity, industry life cycle phase, economic cycle, amount of institution that supporting innovation activity, economic system, national innovation system, a long-term co--operation relations or advanced technology degree.

Authors describe clusters as basic components of regional innovative system in the paper. Social capital and entrepreneurship are theorized to be key features of the clusters as networks of inter-organizational relations. Social capital is described on the base of four-dimensional model, including: structural social capital, cognitive social capital, cultural social capital (trust), and strategic social capital. While structural and cognitive dimensions of social capital are considered as mechanisms of process of social capital shaping, trust is treated as the main measure of value of social capital. Strategic social capital is the dynamic variable that shows the increase of social capital in a given period of time. Entrepreneurship, as the second feature of cluster, is considered in the context of entrepreneurial behaviors of organizations in the cluster. These behaviors are measured using four-dimensional model, including: innovativeness, strategic orientation, ethics, and willingness to take a risk. Authors argue that social capital of cluster enhances the entrepreneurial behaviors of organizations in the cluster. The above theoretical considerations are verified drawing on the case analysis of implementation process of Regional Innovative Strategy in Silesian Voivodship (region in southern Poland) - "RIS-Silesia". The project on clusters building in Silesian Voivodship started in 2005 as a very important part of "RIS Silesia" implementation. During the works undertaken in this project the industrial group of medical instruments producers was identified as a potential cluster.

Ujęcie innowacji jako procesu zintegrowanego i sieciowego, to tworzenie nowych rozwiązań technicznych i organizacyjnych oraz ich transfer a następnie zastosowanie w gospodarce. W systemie tym występują określone rozwiązania o charakterze instytucjonalnym, organizacyjnym, ekonomicznym oraz informacyjnym, które pozostają we wzajemnych relacjach i zależnościach, wpływające na przebieg transferu technologii oraz na poziom innowacyjności gospodarki. System innowacyjny może być rozważany na poziomie całej gospodarki bądź na poziomie regionalnym lub lokalnym. W pierwszym przypadku przyjmuje się określenie Krajowy System Innowacyjny (KSJ), a w drugim Regionalny System Innowacyjny (RSI).

In comparison with the OECD countries, the Polish economy's innovation profile is rather low. This poses a threat to the international competitiveness of our economy and domestic companies. The development of regional innovation and technology transfer support institutions in Poland - such as innovation centres, incubators, or information centres, etc. - is only in its initial phase. The European countrie's experience shows that the process of Regional Innovation Centres development is time-consuming and requires continues application of mature regional policies. This study was to present the complexity of innovation-related issues, hit a specific focus on Regional and National Innovation Systems which in the future will certainly contribute to the growth of Polish companies' competitive profile on international markets and, consequently, improve the general competitiveness of our economy.
