Ewidencja gruntów i budynków w Polsce wymaga modernizacji. Przeprowadzenie modernizacji stanowi jeden z podstawowych warunków przekształcenia jej w nowoczesny, zgodny z europejskimi standardami kataster nieruchomości. Celem przyspieszenia oraz ujednolicenia modernizacji ewidencji, Główny Geodeta Kraju przeprowadził prace w ramach 13 wybranych obiektów wzorcowych, których rezultaty stanowiły podstawę wyodrębnienia w skali kraju pięciu typowych obszarów z przewidywanym dla nich zakresem prac modernizacyjnych, ze szczególnym uwzględnieniem specyfiki terenów wiejskich. Podano kryteria wyboru obiektów wzorcowych, z uwzględnieniem uwarunkowań historycznych katastralnej dokumentacji źródłowej oraz przedstawiono wnioski o charakterze technicznym i ekonomicznych, do zastosowania w prowadzonych pracach dotyczących modernizacji ewidencji gruntów i budynków.

Land and buildings register in Poland requires modernization in order to convert it into a real estate cadastre complying with European standards. To speed up this modernization, the Surveyor General of Poland carried out pilot projects on 13 test areas as reference sites. The results of this work served as the base for identifying five typical types of areas in Poland, along with the expected scope of their modernization, with special attention given to rural areas. The paper provides criteria for selecting reference sites, including historical considerations of cadastre source documentation, as well as conclusions regarding technical and economic factors that are intended to be used in the modernization works of the land and buildings register.

Polska wersja INSPIRE (Infrastructure for Spatial Information in Europe) ma w swoim założeniu wykorzystywać dane z katastru nieruchomości, zobrazowań lotniczych i satelitarnych oraz ortofotomapy i numerycznego modelu terenu. W niniejszym opracowaniu zbadano, czy dane opisowe, które znajdują się w katastrze nieruchomości są spójne z ortofotomapą oraz rastrami mapy katastralnej. Studia w tym zakresie miały wskazać ewentualne problemy i trudności, które mogą nastąpić w trakcie zbierania, przenoszenia i wymiany danych do INSPIRE, jak również proponowane rozwiązania w tej kwestii.

Polish version of INSPIRE (Infrastructure for Spatial Information In Europe) is supposed in his assumption to use real estates given from the cadastre, of depicting air and satellite and orthophotomap and of numerical model of the area. In hereby project they examined, whether descriptive data which are in a cadastre is cohesive from orthophotomap and with rasters of the cadastral map. In this respect possible problems and problems which can take place in the course of collecting, the transfer operation and the data exchange to INSPIRE, as well as also suggested solutions were supposed to show studies in this issue.

Celem artykułu jest ocena możliwości współdziałania baz ewidencji gruntów i budynków (EGiB) i systemu identyfikacji działek rolnych (LPIS) w wielorozdzielczej bazie danych topograficznych (WBDT). Zaproponowano możliwie najbardziej uproszczoną wizualizację budynków w komponencie KARTO w WBDT. Założono przeniesienie i udostępnienie pełnej informacji o geometrii i atrybutach budynków z EGiB do TOPO i oceniono przydatność źródeł alternatywnych do ortofotomapy przy pozyskaniu budynków do bazy danych topograficznych (TBD), jako podstawowej bazy WBDT.

The aim of the paper is assessment cooperation cadastral database (EGiB) and Land Parcel Identification System (LPIS) in Multiresolution Topographic Database (WTBD). It have been taken into account making attributes and geometry of buildings from cadastral database available to TOPO component of the Multiresolution Topographic Database and creating the most simplified visualisation of the buildings in the KARTO component. Usefulness alternative sources of information about buildings such as orthophoto and LPIS to contribute to Multiresolution Topographical Database have been evaluated.

Według twórców LPIS wyniki projektów, z których kompletowane są bazy danych Systemu, mogą także stanowić "podstawę do kompleksowych modernizacji EGiB w powiatach". W artykule zakwestionowano racjonalność połączenia realizacji obu tych celów w ramach jednego procesu biznesowego. Chodzi tu zwłaszcza o projektowaną nową warstwę informacyjną o spektakularnej nazwie "pola zagospodarowania".

Following the authors of the LPIS System, results of projects, which compose the System databases, may also be considered as " the basis for complex modernization of the lands registers in districts (powiats)". The paper questions the rationality of combination of implementation of those objectives within one business process. This concerns, in particular, the planned new information layer which is known under the spectacular name "fields of management".
