Transport morski umożliwiający przewóz dużych ilości ładunku, pełni wiodącą rolę w handlu międzynarodowym, stwarzając jednak jednocześnie znaczne zagrożenie dla środowiska naturalnego. W celu zwiększenia poziomu bezpieczeństwa żeglugi i ochrony środowiska morskiego, wprowadza się systemy monitorowania i kontroli ruchu statków. Komisja Europejska, Europejska Agencja Bezpieczeństwa Morskiego (EMSA) i państwa członkowskie Unii Europejskiej rozszerzają zakres działania systemu monitorowania ruchu statków i przekazywania informacji o statkach (VTMIS) bazującego na sieci brzegowych stacji AIS o wykorzystanie innych środków obserwacji. W ramach tych działań w Polsce realizowany jest obecnie projekt „Krajowy System Bezpieczeństwa Morskiego – KSBM”. Realizowany jest on dwuetapowo. W artykule przedstawiono inwestycje przeprowadzane w obu etapach projektu ze szczególnym uwzględnieniem podsystemu radarowego.

Maritime transport allows relatively cheap transport large amounts of cargo and plays a leading role in international trade, but at the same time creates a significant threat to the environment. In order to increase the level of safety of navigation and marine environment are introduced systems to monitor and control vessel traffic. The European Commission, the European Maritime Safety Agency (EMSA) and the Member States of the European Union extend the scope of activities led by Vessel Traffic Monitoring and Information System (VTMIS) based on vessel monitoring system by the nets of the shore based AIS stations to use other means of observation. As part of these activities in Poland is currently implementing a project "National Maritime Safety System - KSBM". It is implemented in two stages. The article presents the investments planned to be carried out in two stages of the project with particular emphasis on the radar subsystem.

W Europie powstał system bezpieczeństwa morskiego - European Marine Safety System. W ramach tego systemu w Polsce buduje się Krajowy System Bezpieczeństwa Morskiego, złożony z trzech połączonych systemów urzędów morskich w Gdyni, Słupsku i Szczecinie. Monitoruje on ruch statków, opierając się na sieci stacji bazowych systemu automatycznej identyfikacji statków - AIS. Instalowane są radary brzegowe, kamery CCTV, radionamierniki pasma VHF i automatyczne stacje meteorologiczne. Dla potrzeb operatorów KSBM powstaje również sieć łączności radiotelefonicznej, pracująca w morskim paśmie VHF. Budowane są sieć radiolinii i światłowodowa, umożliwiająca transmisję danych i prowadzenie rozmów radiowych. Dla służb ratowniczych powstaje osobna sieć radiotelefoniczna, ale będzie ona korzystała z tych samych łączy. Przedstawiono wyposażenie sieci łączności.

In Europa European Marine Safety System is built. In range these project in Poland KSBM (KSBM - Government Marine Safety System) is projected. Its consists with three connected systems due to Gdynia Słupsk and Szczecin Maritime Office. The ship movement monitoring system based on Automatic Identification System base stations, shore radars, CCTV cameras, radio direction finders and automatic meteorological buoys is installed. The net of radiotelephones, working in marine VHF band, for operators use is created across Polish coast. Radio links and light waves for data transmission and voice communication are built too. Separately communication net for SAR office is building and it will used the same transmission links. In the paper equipment of communication net was shown.

Siły trałowo-minowe Polskiej Marynarki Wojennej od początku swego istnienia stanowiły jeden z kluczowych rodzajów sił okrętowych, a ich działalność miała duży wpływ na bezpieczeństwo morskie państwa. Tło geopolityczne odrodzenia ich po drugiej wojnie światowej określało funkcjonowanie okrętów trałowych przy oczyszczaniu polskiej strefy odpowiedzialności. Prezentowany artykuł to próba analizy i oceny tej tematyki, przedstawiona na podstawie materiałów źródłowych oraz dostępnych publikacji.

The mine sleeping and laying force of the Polish Navy was one of the key type of naval force from its beginning and its activity had significant impact on the state maritime security. The employment of mine-sweepers in clearing the Polish zone of responsibility was the geopolitical background of its rebirth after WWII. The paper attempts to analyze and evaluate the issue on the basis of source materials and available publications.

The problem of managing in crisis is very important part of keeping the marine transport safe and operative. Integrated maritime safety systems (Maritime Safety Security and Surveilance – integrated systems for monitoring ports, waterways and coastlines), operating in Poland and European Union, their potential and ways of acting are described in the paper. By means of using the newest telecommunication solutions, institutions destined to managing in crisis can do their job easily, fast and efficiently, often in cooperation with their equivalents in other countries.
