Opisano praktyczne rozwiązanie uniwersalnego kontrolera radiowego UKR – jednego z podstawowych elementów funkcjonalnych systemu STRADAR – który obsługuje sensory wykorzystywane na granicy morskiej państwa. Jest on także odpowiedzialny za komunikację personelu Straży Granicznej. UKR ma dwie wersje, jedną mobilną – na jednostki pływające, pojazdy lądowe i jednostki latające, drugą stacjonarną – na stałe punkty obserwacyjne rozmieszczone wzdłuż granicy. Urządzenie to uzyskało pozytywny wynik testów akceptacyjnych oraz badań certyfikacyjnych i osiągnęło IX poziom gotowości technologii.

Paper describes the Universal Radio Controller (URC), one of the essential functional elements of the STRADAR system. URC’s main objective is to serve sensors on the national maritime border. It is also used for the communication purpose by the Border Guard staff. There are two versions of UCR: a mobile one for land vehicles, watercraft and flying units, and a stationary one for the observation points along the national borders. The described device reached the IX level of technological readiness, after passing the acceptance and certification tests.

Straż Graniczna, aby mogła sprawnie realizować swoje zadania operacyjne, musi dysponować odpowiednią infrastrukturą komunikacyjno-teleinformatyczną. W artykule zaprezentowano wyniki projektu systemu STRADAR, który tworzy taką infrastrukturę. Jest to rozproszony system przeznaczony dla Morskiego Oddziału Straży Granicznej. System – przez sieć sensorów w punktach stacjonarnych oraz jednostkach mobilnych – zbiera, archiwizuje, przetwarza informacje oraz dane multimedialne, które udostępnia personelowi w odpowiedniej postaci na jego życzenie. Na system składa się wiele złożonych elementów funkcjonalnych. W artykule dość szczegółowo opisano jeden z nich. Jest to stanowisko wizualizacji zdarzeń SWZ, które na wieloekranie w centrum zobrazowuje multimedialnie na bieżąco i archiwalnie wszystkie te informacje i dane.

It is crucial for the Border Guard to be equipped with a communication-teleinformatic infrastructure designed to support them in efficient realization of their operational tasks. STRADAR – a system which results are presented in this paper – is such an infrastructure. It is a distributed solution for the maritime division of the border guard. The system, with the use of a network of sensors located in both stationary and mobile points collects, archives and processes information and multimedia data, which can be made available to the staff on their demand. STRADAR consists of a number of functional elements. The paper includes a detailed description of one of them. This element being Event Visualization Post EVP, which utilizes multidisplay set up in the Centrum, to display multimedia presentation of information and data for both archival and current situations.

System STRADAR jest rozwiązaniem umożliwiającym utworzenie infrastruktury komunikacyjno-teleinformatycznej przeznaczonej dla Morskiego Oddziału Straży Granicznej. Artykuł ten jest kolejną z cyklu publikacji opisujących architekturę i rozwiązanie systemu i dotyczy jego centralnego elementu, jakim jest CENTRUM. Przedstawiono i opisano funkcje, architekturę i realizację oprogramowania CENTRUM, które może być zainstalowane na dowolnym serwerze ze środowiskiem Linux. Oprogramowanie to przeszło pozytywnie testy akceptacyjne w ramach zrealizowanego prototypu systemu.

STRADAR system is a solution for a communication and teleinformation infrastructure, designed for the purpose of Maritime Border Guard. This paper is focused on STRADAR’s central element called the CENTER and is part of a series describing both the system’s architecture and solution. The paper includes presentation and description of functions, architecture and realization of the CENTER’s software, which can be installed on any Linux environment server platform. The software has passed positively acceptance tests taken during the realization of the system’s prototype.
