Transport brings significant social, economic, spatial and environmental effects, and thus is an important factor in the sustainability of society and the economy. The subject of the work is the sustainable development of transport, meaning socially and economically justified activities related to the creation of conditions and the implementation of environmentally friendly and human-friendly practices of facilities, equipment and other solutions that perform the functions of movement. The purpose of the study was to present the theoretical basis for the sustainable development concept, derived from the idea of sustainable development - sustainable transport, and to present goals that are to be achieved by improving sustainable transport, with the potential to contribute to a specific target by means of instruments divided into categories: economic instruments, technological instruments, legislative instruments, organizational instruments, market instruments, educational instruments.

Zrównoważony rozwój transportu od dawna funkcjonuje w polityce UE, jest on określony poprzez różne dokumenty, zdefiniowany i wyrażony w różnych wytycznych, sposobach działania w celu jego osiągnięcia. W praktyce okazuje się, że nie jest to takie proste, co uwidacznia się w funkcjonowaniu systemów transportowych poszczególnych krajów członkowskich, regionów, obszarów metropolitarnych, czy miast. W Polsce również podejmowane są działania związane z implementowanie zasad zrównoważonego rozwoju transportu do systemów transportowych w szczególności dużych ośrodków miejskich, obszarów metropolitarnych. Ze względu na ciągły rozwój transportu oraz sposoby jego realizacji nadal występuje wiele problemów, które stanowią barierę do wprowadzania zasad zrównoważonego rozwoju transportu. W poniższym artykule wskazano na problemy implementacji zasad zrównoważonego rozwoju transportu w Obszarze Metropolitarnym Warszawy (OMW).

Sustainable transport development has long been active in EU policy, it is defined by various documents, defined and expressed in various guidelines, ways to achieve it. In practice, it turns out that it is not so easy, as evidenced by the functioning of transport systems of individual member states, regions, metropolitan areas or cities. In Poland, also activities are undertaken related to the implementation of the principles of sustainable transport development into transport systems, in particular large metropolitan areas and metropolitan areas. Due to the continuous development of transport and ways of its implementation, there are still many problems that constitute a barrier to introducing the principles of sustainable transport development. The following article indicates the problems of implementing the principles of sustainable development of transport in the Metropolitan Area of Warsaw (OMW).

Kryzysy ekonomiczne stały się jednym z powodów rozwoju car-poolingu, jednak charakteryzują go nie tylko korzyści finansowe. Wspólne przejazdy mogą przełożyć się na zredukowanie czasu podróży, skrócenie długości oczekiwania na środek transportu a szerzej na zmniejszenie kongestii w miastach i ograniczenie negatywnego wpływu pojazdów na środowisko naturalne. Istotne są także kwestie społeczne, związane z zawieraniem nowych znajomości czy umilaniem czasu podróży. W artykule przedstawiono analizę car-poolingu z punktu widzenia jego aktualnych i potencjalnych użytkowników, opracowaną w oparciu o przeprowadzoną ankietę.

Economic crises became one of the reasons why car-pooling has developed. Nonetheless, it can not be characterized only by financial profits. Common passages may curtail the travel time, shorten waiting time for transport and specifically - reduce congestion in cities and limit the negative impact of vehicles on natural environment. Social matters, connected with making new acquaintanceships or just letting the travel time be more pleasant are also important. The article presents an analysis of car-pooling from perspective of its actual and future users. The research was based on a questionnaire.

W artykule przedstawiono uszkadzalność autobusów i ich systemów konstrukcyjnych, stosowanych w komunikacji zbiorowej. Analiza dotyczy okresu 2013-2016 r. wdrażania i eksploatacji zrównoważonego transportu publicznego w Rzeszowie. Wzięto pod uwagę autobusy napędzane sprężonym gazem ziemnym CNG (Compressed Natural Gas) oraz dla porównania zasilane olejem napędowym ON. Były to nowoczesne autobusy Autosan 10LF Sancity i Mercedes-Benz Citaro 12 CNG oraz konwencjonalne konstrukcje Jelcz 120 M/4 12 CNG i Solaris Urbino 12 CNG oraz inne. W badaniach, ograniczoną zdatność autobusów oceniono wartościami wskaźnika liczby uszkodzonych autobusów na 1000 km przebiegu w ciągu jednego roku W1 oraz w tym okresie wartością wskaźnika liczby uszkodzeń na 1000 km systemów autobusu W2 (układów konstrukcyjnych i zespołów).

The article presents the reliability of bus and their construction systems used in public transport. The analysis covers the period 2013-2016 of the implementation and operation of sustainable public transport in Rzeszow. CNG-driven buses (Compressed Natural Gas) and diesel fuel ON were considered. These were the modern buses Autosan 10LF Sancity and Mercedes-Benz Citaro 12 CNG and conventional buses Jelcz 120 M/4 12 CNG and Solaris Urbino 12 CNG and others. In the studies, limited bus capacity was assessed as the value of the number of damaged buses per 1 000 km in one year W1 and in that period the value of the damage index per 1 000 km of bus systems W2 (construction systems and assemblies).

W artykule autorzy przedstawili teoretyczny aspekt zrównoważonego transportu i mobilności w miastach. Zaprezentowane zostały również Plan Rozwoju Elektromobilności 2016-2025 oraz program Bezemisyjny transport publiczny, których jednym z głównych zadań jest: określenie korzyści związanych z upowszechnieniem stosowania pojazdów elektrycznych w Polsce oraz potencjału gospodarczego, przemysłowego, który się za tym kryje jak i zintensyfikowanie procesu wdrożenia nowoczesnych rozwiązań w transporcie bezemisyjnym w oparciu o publiczne wsparcie na opracowanie innowacyjnego autobusu bezemisyjnego. Próbę przybliżenia powyższych zagadnień podjęto ze względu na ich ważny, aktualny oraz atrakcyjny charakter.

In this paper the authors present theoretical aspects of sustainable transport and urban mobility. Also presented are the Electromobility Development Plan 2016-2025 and the Non-Emission Public Transport Program, whose task is to: identify the benefits of widespread use of electric vehicles in Poland and the economic, industrial potential behind it and intensifying the implementation of modern zero emission solutions in transport, based on public support for the development of an innovative zero emission bus. The attempt to bring these issues closer has been made due to their important, current and attractive nature.

W artykule dokonano analizy efektów wdrażania przedsięwzięć zmierzających do zrównoważonego rozwoju transportu. Transport w aspekcie społeczno-gospodarczym korzystnie wpływa na konkurencyjność i aktywność podmiotów gospodarczych oraz rozwój gospodarczy. Transport należy jednak do tych gałęzi gospodarki, które negatywnie oddziałują na środowisko naturalne. Zasadna jest zatem ocena efektów działań na rzecz zrównoważenia transportu w aspekcie ochrony środowiska. Na podstawie wskaźników zrównoważonego rozwoju dotyczących ładu środowiskowego w odniesieniu do transportu porównano wybrane państwa Unii Europejskiej. W tym celu zastosowano analizę porównawczą - w szczególności metody klasyfikacji, a za zbiór zmiennych przyjęto następujące wskaźniki: emisja gazów cieplarnianych, udział źródeł odnawialnych w paliwach użytych w transporcie, emisja zanieczyszczeń powietrza, średnia emisja dwutlenku węgla na kilometr z nowych samochodów. Analizie poddano dane z lat 2004-2012.

The article analyzes the effects of activities for the sustainable development of transport. In the socio-economic aspect, transport brings good effects on the competitiveness and activity of businesses and the economic growth. At the same time, though, transport belongs with those branches of economy which pose a threat to the environment. That is why it is legitimate to assess the effects of activities supporting the sustainability of transport in the light of environmental protection. The transport aspect of selected European countries is compared on the basis of sustainable development indexes with respect to the environmental governance. It is done through a comparative analysis and, especially, classification methods with the set of variables including: green-house gases emission, percentage of renewable fuels in the fuels used in transport, air pollution emission, average carbon dioxide emission from new cars per kilometer. Data analyzed come from the period of 2004-2012.

Paradygmatem przemian cywilizacyjnych współczesnego świata staje się trwały i zrównoważony rozwój; stymuluje to działania rządów, społeczeństw i organizacji gospodarczych do zachowania środowiska przyrodniczego i społecznego dla przyszłych pokoleń w stanie nie gorszym niż obecnie. W artykule zaprezentowano działania innowacyjne wspomagające zrównoważony rozwój przedsiębiorstw transportowych. Zwrócono uwagę na cechy rozwoju transportu zrównoważonego i podjęto próbę oceny rozwoju polskich przedsiębiorstw transportowych z podkreśleniem ich proekologicznych działań. Podkreślono, że w działaniach na rzecz zrównoważonego rozwoju przedsiębiorstw transportowych szczególną rolę odgrywają innowacje organizacyjne.

Sustainable development becomes the paradigm of the civilization changes of the contemporary world; it stimulates the activities of governments, societies and business organizations to preserve the natural and social environment for future generations in the condition which is not worse than the present one. In the paper there are presented the innovative activities supporting sustainable development of transport companies. A particular attention has been drawn to the properties of the development of sustainable transport and there has been made an attempt to assess the development of Polish transport companies while underlining their pro-ecological actions. There has been underlined that in the activities for the benefit of sustainable development of transport companies a particular role is played by organizational innovation.

W artykule przedstawiono wybrane aspekty kształtowania proekologicznego systemu transportowego w ujęciu regulacji prawnych. Dokonano przeglądu aktów prawnych oraz dokumentów dotyczących zmniejszania negatywnego wpływu transportu na środowisko. Przedstawiono unijne regulacje i zalecenia dotyczące polityki transportowej państw UE. Uwzględniono również normy emisji spalin dotyczące pojazdów nowoprodukowanych. Przedstawiono też przykłady dobrych praktyk promujących rozwiązania na rzecz zrównoważonego rozwoju transportu poprzez stosowanie pojazdów przyjaznych dla środowiska.

The paper presents selected aspects of environmentally friendly transport system apprehended to legal regulations. Review of legislation and documents relating to the reduction of the negative impact of transport on the environment was made. In article presented EU regulations and recommendations for the EU transport policy. It also indicated emission standards for newly manufactured vehicles. The paper presents examples of good practices to promote solutions for sustainable development of transport through the use of environmentally friendly vehicles.
