Artykuł dotyczy istotnych uwarunkowań stosowania systemów nadzoru i diagnostyki w systemach sterowania i telekomunikacji. We wstępie omówiono czynniki wpływające na poprawne funkcjonowanie Systemów SRKI, zwrócono uwagę także na problem zakłóceń. W dalszej części scharakteryzowano problem niezawodności i bezpieczeństwa systemów sterowania, systemy raportowani awarii, a także diagnostyki technicznej. W oparciu o temat badawczy realizowany w ramach NCBiR zaprezentowano rozwiązania nowej technologii wdrożenia na liniach kolejowych oraz specyfikację struktury systemu wspomagania. Wskazano modele badań oparte na symulacjach, systemach eksperckich, statystycznych. Opisano korzyści płynące z realizacji projektu.

The article concerns the essential conditions of the use of supervision and diagnostic systems in control and telecommunications systems. In the introduction, the factors affecting the correct functioning of the SRKI Systems were discussed, attention was also paid to the problem of interference. In the following part, the problem of reliability and safety of control systems, failure reporting systems, as well as technical diagnostics is characterized. Based on the research topic carried out as part of the National Center for Research and Development, solutions for a new technology for implementation on railway lines and a specification of the structure of the support system were presented. Research models based on simulations, expert and statistical systems were indicated. The benefits of the project were indicated.

Człowiek przedstawia różne znaczenie dla społeczeństwa. W sposób oczywisty oczekiwanie tego ostatniego jest inne w stosunku do dzieci, abiturientów, absolwentów, a także osób, które opuściły już rynek pracy. Nieco podobnie jest z systemami nadzoru. Kierowane w stosunku do nich oczekiwania były różne w kolejnych ćwierćwieczach minionego wieku. Szeroko rozumiany postęp powoduje, że także te systemy ciągle się rozwijają, a możliwości prezentowane przez nie ćwierć wieku temu różnią się zdecydowanie od dostępnych współcześnie.

Praca omawia zasady i cele monitorowania oporności na antybiotyki oraz krajowe i międzynarodowe programy monitorowania oporności, w tym Europejską Sieć Monitorowania Oporności na Antybiotyki (ang. European Antimicrobial Resistance Surveillance Network, EARS-Net), koordynowaną przez Europejskie Centrum Kontroli i Zapobiegania Chorób (ECDC), i Globalny System Monitorowania Oporności na Antybiotyki (Global Antimicrobial Resistance Surveillance System, GLASS), koordynowany przez Światową Organizację Zdrowia (WHO).

Antimicrobial resistance is now one of the leading subjects of healthcare worldwide. The article describes the purpose and scope of the antimicrobial resistance surveillance, as well as national and international antimicrobial resistance surveillance programs, including the European Antimicrobial Resistance Surveillance Network (EARS-Net), coordinated by the European Centre for Disease Control and Prevention (ECDC), and the Global Antimicrobial Resistance Surveillance System (GLASS), coordinated by the World Health Organization (WHO).

W niniejszym artykule przedstawiono autorską metodę separacji sylwetek osób dla zastosowań w dozorze wizyjnym. Zaproponowane rozwiązanie wykorzystuje dyskretne równanie Poissona oraz kombinację zmodyfikowanego algorytmu segmentacji wododziałowej z algorytmem rozrostu regionu. Badania zostały przeprowadzone na powszechnie dostępnej bazie testowej PETS 2006. Otrzymane wyniki potwierdzają skuteczność przedstawionej metody.

In this paper a novel approach on human silhouette segmentation for surveillance systems was proposed. The described solution uses discrete Poisson equation and a combination of extended watershed algorithm with Region Growing algorithm. Experiments were performed on a commonly known database PETS 2006 and the results show that the proposed solution achieves high precision and accuracy.

Volume Crimes (aka petty crimes) take place on a daily basis affecting citizens, local communities, as well as business and infrastructure owners. In this paper, we present a novel intelligent surveillance solution (P-REACT) that integrates video and audio analytics both on-site (using an embedded platform connected to local sensors) and centrally on a cloud service. This intelligent surveillance system has been conceived and designed to anticipate volume crimes in areas where video surveillance is allowed by current legislation and more specifically in shops and public transportation systems; intended as a modular and low cost solution. The capability of dynamically adapting the analytic algorithms that are performed on-site provides a more accurate detection of crime evidences.

The role of geographical context and its machine readable representation in mobile surveillance systems has been presented in the paper. It has been shown how the appropriate semantic description of a surrounding geographical context can improve the configuration and operation of a mobile video surveillance system.

W artykule zaprezentowano rolę geograficznej informacji kontekstowej w systemach monitoringu. Przedstawiono, jak odpowiednio zamodelowany opis semantyczny informacji o otoczeniu geograficznym może wpłynąć na poprawę działania systemów monitoringu. Dokładniejsza informacja o otoczeniu pozwala na bardziej odpowiednie skonfigurowanie systemu i tym samem jego efektywniejsze działanie.

SIMPOZ project aims at building a highly configurable system for suryeillance of publie areas and objeets of a speeial importanee based on the analysis of digital images. Distributed naturę and po-tential diyersity of monitoring features, a large number of alarm signals fed by yarious sensors, the need to ensure a flexible event flow management and tailored to needs emergency response processes were motiyations to utilize workflow as a management and integration layer. Implementation of workflow processes was preceded by business modeling with ArchiMate language. The presented models of business processes reflect the specificity and characteristies of surveillance systems: reactiye character, event driven control and a large number of asynchronous data flows. Lessons learned indicate, that ArchiMate models in spite of the smaller set of dedicated behayioral constructs with respect to for example BPMN, after adopting certain modeling conyentions, allow to reach high level of expressiveness.

Projekt SIMPOZ ma na celu budowę elastycznego systemu nadzoru przestrzeni publicznej i obiektów specjalnego znaczenia na podstawie analizy cyfrowych obrazów. Motywacją do wykorzystania w systemie przepływów pracy jest duże rozproszenie, potencjalna różnorodność monitorowanych własności i informacji o alarmach oraz potrzeba zapewnienia elastycznego zarządzania przepływem zdarzeń. Implementacja procesów przepływu pracy została poprzedzona etapem modelowania biznesowego, w którym wykorzystano język ArchiMate. Przedstawione modele procesów biznesowych odpowiadają specyfice i własnościom systemów nadzoru: mają reaktywny charakter, są sterowanie poprzez zdarzenia oraz obejmują dużą liczbę asynchronicznych przepływów danych. Doświadczenia wskazują, że język ArchiMate, mimo mniejszego zestawu konstrukcji służących do opisu zachowania niż np. notacja BPMN, po przyjęciu pewnych konwencji modelowania, pozwala na osiągnięcie wysokiego poziomu ekspresywności.

Currently, the GIS software is often used to perform various tasks related to spatial planning. Exemplary use of GIS techniques is determination of marine radar shadows. Such analysis can be helpful during creating surveillance systems, which generally consist of several radar stations. But the use of standard analysis tools with the default functionality may not always yield satisfactory results. The reason for this, in the case of radar sensors, is the image distortion caused by the characteristics of the radar beam. This paper presents a modified method for the visibility analysis, which includes two basic radar image distortions - angular and radial distortion. Such improvement gives much more accurate results during determination of radar shadows then application of standard methods of viewshed analysis. Presented method was verified in the aspect of accuracy by using real radar image and radiolocation target. Further accuracy study took into consideration different DSM models used to perform viewshed analyses.

W obserwowanych przez kamery CCTV obszarach dozoru można wyróżnić, istotne z punktu widzenia zachowania bezpieczeństwa w obiekcie, szczególnie ważne strefy newralgiczne. W momencie wystąpienia zagrożenia obserwacja takiej strefy powinna nastąpić jak najszybciej i przez jak największą ilość kamer. W tym celu stosuje się kamery obrotowe sterowane za pomocą specjalnych konsoli z dostępem do presetów kamer. Klasyczne rozwiązania umożliwiają sterowanie za pomocą konsoli tylko jednej wybranej aktualnie kamery. W artykule przedstawiona zostanie koncepcja systemu jednoczesnego sterowania ustawieniami wielu kamer. Idea algorytmu polega na zdefiniowaniu i wzajemnym powiązaniu presetów wielu dostępnych w systemie kamer.

It is possible to specification a particular important neuralgic areas in watches structures. There are largely the areas important from point of view of safety of estate security. In the moment of hazard inception it should follow as it impossible the observation of area by most of all cameras. With the aim of that it can use PTZ dome cameras which are controlled by special consoles which are equipment with manipulator, joystick or keyboard and which has access to presets of cameras. The classic solutions enable to control only one selection camera by console. This article presents the conception of simultaneous control a few PTZ cameras attributes in the system by RS-485 interface. The idea of algorithm is based on determine and interaction of presets of a few cameras in the system of cameras.
