Opłacalność prosumenckich mikroinstalacji fotowoltaicznych w aspekcie zastosowania polskich programów wsparcia

W artykule przedstawiono wybrane uwarunkowania gospodarcze, prawne i finansowe dotyczące budowy i eksploatacji mikroinstalacji prosumenckich w polskich warunkach. Opisano mechanizmy wsparcia energetyki słonecznej w Polsce. Przeprowadzono analizę techniczno-ekonomiczną przykładowych instalacji fotowoltaicznych z określeniem rentowności, przy czym pod uwagę wzięto mikroinstalację prosumenta będącego osobą fizyczną oraz prosumenta będącego osobą prawną (instytucjonalnego). Nie brano pod uwagę wytwórców profesjonalnych, których podstawową działalnością jest wytwarzanie energii elektrycznej. Głównym celem autorów było wykazanie, w jakim stopniu systemy wsparcia prosumentów oddziałują na wskaźniki ekonomiczne decydujące o rentowności inwestycji typu mikroinstalacja fotowoltaiczna.

The paper presents selected economic, legal and financial conditions for the construction and operation of prosumer micro-installations in Poland. The mechanisms of solar energy support in Poland were described. A technical and economic analysis of exemplary photovoltaic installations with determination of their profitability was carried out, taking into account micro-installations of prosumers being natural persons and prosumers being legal persons (institutional). Professional generators whose main activity is electricity generation were not taken into account. The main objective of the authors is to show to what extent prosumer support schemes affect the economic indicators determining the profitability of a micro photovoltaic investment.

Legal Analysis of Support Schemes for Offshore Wind Farms in Poland, on the Basis of the Draft Act on Promoting Electricity Generation in Offshore Wind Farms

The main objective of the study concerns the legal analysis of support schemes for electricity producers, according to the published draft act on the promotion of electricity generation in offshore wind farms in Poland. Taking into account the specificity of energy production from renewable energy sources, the application of the support scheme is of key importance for popularization of investments in a particular type of installation, in the discussed case, in offshore wind farms. The research methods applied by the author are based on formal-dogmatic, linguistic and logical methods. Commenting on the introduced legal changes, the author also considered aspects of economic analysis of the law, discussing the usefulness of the proposed solutions for the development of the offshore wind energy industry. The attention should be paid to the ambitious goals set by the legislator in connection with the development of this industry, which include avoiding a generation gap in the national power system and the fulfilment of the EU energy and climate commitments by Poland. The draft act under analysis takes into account two phases of the offshore wind farm support scheme, both based on a bilateral model of a contract for difference. If the quoted draft act is passed, it will be an important step towards the promotion of electricity generation in offshore wind farms in Poland.

Skojarzone wytwarzanie energii elektrycznej i ciepła jest narzędziem do realizacji celów polityki energetycznej – poprawy efektywności energetycznej, poprawy bezpieczeństwa energetycznego, dywersyfikacji struktury wytwarzania energii, szerszego wykorzystania zasobów odnawialnych, rozwoju rynków konkurencyjnych oraz ograniczenia oddziaływania energetyki na środowisko. Wytwarzanie energii elektrycznej w jednostkach wysokosprawnej kogeneracji znalazło uznanie w wielu krajach Unii Europejskiej. Kraje te dla stymulowania rozwoju tych źródeł wprowadziły systemy wsparcia. Także Polska posiada znaczny potencjał dla rozwoju wysokosprawnej kogeneracji. W Polsce, w 2018 roku przyjęto ustawę o promowaniu energii elektrycznej z wysokosprawnej kogeneracji. Wdrożenie ustawy przewiduje się na drugie półrocze 2019 roku. Celem nowych regulacji jest dalszy rozwój wysokosprawnej kogeneracji, gwarantujący możliwość budowy nowych źródeł lub działań związanych z modernizacją lub eksploatacją źródeł już istniejących. W artykule przedstawiono nowy system wsparcia dla wysokosprawnej kogeneracji, którego wdrożenie przewidziano na 2019 rok oraz perspektywy rozwoju tych źródeł.

Combining heat and power is a measure for realization of energy policy targets – energy efficiency improvement, energy security improvement, diversification of energy generation, wider using of renewable energy sources, development of competition and reduction of emissions from energy sector. Electricity generation from high-efficient cogeneration is supported by many of Member States of the European Union. For cogeneration development countries has adopted different schemes. Also Poland has great potential for development of high-efficient cogeneration. In Poland dedicated Act for promotion of cogeneration was adopted in the end of 2018. Implementation of all measures is planned for second half of 2019. The main aim of new regulation is further development of combining heat and power, especially to stimulate construction of new units or modernization of existing. This paper presents new support scheme for high-efficient cogeneration and development perspective for those generation units.
