Przedstawiono główne cele planów gospodarki odpadami oraz wyniki ich realizacji dla gmin zlokalizowanych wokół Krakowa: Liszek, Zabierzowa i Wielkiej Wsi. Gminy te tylko częściowo zrealizowały postawione cele. Do zadań łatwiejszych należały czynności formalne i edukacyjne. Nie osiągnięto jednak celu, jakim było zorganizowanie regionalnego Zakładu Zagospodarowania Odpadów. Brak jest przepisów prawnych, które dawałyby gminom prawo pełnego decydowania o gospodarce odpadami komunalnymi. Mieszkańcy we własnym zakresie zawierają umowy na wywóz odpadów z dowolną firmą wywozową. Od firm zależy sposób zagospodarowania odpadów. Odpady z gmin podkrakowskich wywożone są do instalacji, które przyjmują odpady najtaniej (do oddalonych składowisk odpadów komunalnych).

In this paper were shown the main objectives of the waste management plans and their realization in the communes located in the neighbourhood of Kraków city: Liszki, Zabierzów and Wielka Wieś. The communes fulfilled the objectives only partly. Easier tasks were legal and educational actions. The aim, which communes failed to complete was organizing the regional, abovelocal waste treatment centre. According to Polish law regulations communes have not full right to decide on waste handling. Inhabitants individually, on their own, make contracts for waste removal, with a licensed enterprise. So the way of waste treatment depends on a waste collector. Waste from communes in the neighbourhood of Kraków city are transferred to facilities, where the prices are lowest, that is to municipal landfills.

The communes: Czernica and Jelcz-Laskowice are situated within an urban fringe of Wrocław, in the plain Odra river valley. The once actively farmed areas become increasingly redundant and it is necessary to find alternative ways to stimulate their future development. At the same time-with modern communications and new ways of working, people are looking for more friendly environments, away from the hustle of city locations. These accessible rural and wooden areas seem to be very attractive for weekend recreation as well as the new land-use categories, such as housing and industry. The existing land-use policy of the mentioned communes reflects the market-led scenario and the general tendency to the homogenous housing development along the main transport corridors in the neighbourhood of main urban centres: Wrocław and Jelcz-Laskowice. The spatial trends to accelerate the economic goals by residential choice are apparent. But the question is: how to save the countryside from simply becoming an extension of the cities?
