Samorządy gmin powinny tworzyć korzystne warunki rozwoju gospodarki lokalnej. W dobie globalnej walki ze zmianami klimatycznymi i nowym kierunkiem rozwoju branży energetycznej konieczne jest wspieranie rozwoju bezemisyjnych technologii wytwarzania energii. Uznaje się to za ważny element polskiej polityki energetycznej. Promowanie odnawialnych źródeł energii sprzyja trwałemu i zrównoważonemu rozwojowi gmin. Jedną z możliwości zwiększenia zasięgu i efektywności działań na rzecz rozpowszechnienia energetyki niekonwencjonalnej w Polsce jest przygotowywanie lokalnych opracowań planistycznych określających warunki lokalizacji siłowni wiatrowych na terenie gmin. Przedsięwzięcia w zakresie modernizacji, rozbudowy lub budowy nowych niekonwencjonalnych źródeł energii muszą być uwzględniane w planach zagospodarowania przestrzennego gmin.

In the era of the battle against anthropogenic changes of climate the introduction of the source of electricity without any emission becomes a necessity. Local governments need to lead active spatial policy which will take into consideration the development of wind power industry. In the studies of determinants and directions of spatial development there need to be presented areas that are predisposed to the development of this type of investments. The article presents the usage of the planning elaborations for shaping ”green policy” in Suwałki poviat in the Podlaskie district. It was shown that wind power industry generates serious conflicts visible in two aspects: the influence on the natural environment and in the relations municipality-society-investors. The author indicates that the wind power industry has negative effect in the minimum degree on the natural environment and becomes the indispensable element of balanced spatial development.

The benefits of using GIS tools in spatial management are getting more and more appreciated among local authorities in Poland. Changing legal environment and dynamic changes in physical space lead to the evolution of the planning process so that it becomes more continuous and repetitive. This forces local communities to seek the ways to facilitate functioning of their administrations. The solutions offered by GIS tools find applications in spatial planning and management processes and fulfil the needs of territorial administration units. Creation of a spatial database as a separate undertaking can be difficult to carry out, especially in poor communes . because of high costs. Cost reduction can be achieved through creation of such a database as an element of the study on conditions and directions of spatial management in the commune. Over time the database created for the study should become one of the principal tools. At the same time it is necessary to supplement it with information related to dynamics of changes in space in the form of data important in the process of the commune management.
