Management of research and development activities in the context of strategy Europe 2020

The aim of the article is to evaluate the current situation of research and development management in the view of the fulfillment of the strategy of Europe 2020 by Poland and Slovakia and, based on the results of analysis, to predict the expected development of the indicator by 2020 and assesses the reaching their national targets in monitored area. Regression analysis is used to estimate the trends feature for predicting the expected development of the indicator expressing the share of expenditure on R&D of GDP in 2020. To describe and evaluate the development of monitored indicator during the 11 or 22 years period, we are using trend comparison. Based on the stated results it is possible to determine the predicted values of the indicator in the future and then evaluate whether that country will manage to achieve its set target by 2020.

Celem artykułu jest ocena aktualnej sytuacji zarządzania badaniami i rozwojem przez Polskę i Słowację, pod kątem realizacji strategii „Europa 2020” oraz w oparciu o wyniki analizy, prognozowanie oczekiwanego rozwoju wskaźnika do 2020 roku i ocenę celów krajowych w monitorowanym obszarze. Analiza regresji posłużyła do oszacowania charakterystyki trendów dla prognozowania oczekiwanego rozwoju wskaźnika wyrażającego udział wydatków na B + R w PKB do 2020 r. Do opisu i oceny rozwoju monitorowanego wskaźnika w okresie 11 lub 22 lat wykorzystano porównanie trendów. Na podstawie otrzymanych wyników można określić przewidywane wartości wskaźnika w przyszłości, a następnie ocenić, czy krajowi uda się osiągnąć wyznaczony cel do 2020 roku.

Strategia Europa 2020 przekroczyła połowę swojego horyzontu czasowego. Strategia została zbudowana na trzech filarach: rozwoju zrównoważonego, inteligentnego oraz sprzyjającego włączeniu społecznemu. Celem artykułu jest analiza postępów w realizacji głównych celów tej strategii dla krajów Grupy Wyszehradzkiej (V4) i UE28. Wykorzystano metody forecasting i backcasting do oceny realizacji wybranych celów strategii Europa 2020, zakładając, że kraje będą podążały dotychczasową ścieżką rozwoju.

The Europe 2020 strategy has exceeded half of their time horizon. The strategy is built on three pillars: sustainable development, smart growth and inclusive growth. The aim of the study was to analyze the progress of the main objectives of the strategy for the countries of the Visegrad Group (V4) and EU28. For this purpose forecasting and backcasting method were used. to evaluate the achievement of the selected targets strategy Europe 2020, assuming that countries will follow current development path.

W chwili zatwierdzenia przez Radę Unii Europejskiej W roku 2010 dokumentu Strategii rozwoju inteligentnego, zrównoważonego i przeciwdziałającego wykluczeniu społecznemu Europa 2020 (Strategia "Europa 2020"), określono priorytety rozwojowe dla krajów członkowskich realizowane w ramach wspólnej polityki na rzecz spójności w następnym okresie dziesięciolecia. Komisja Europejska przeprowadziła szczegółową analizę efektywności obligatoryjnych zasad funkcjonowania polityki spójności. Wnioski z tej analizy zapisano w Piątym raporcie kohezyjnym na temat spójności, z którego wynika, iż kraje członkowskie w nowym okresie programowania winny skupiać większą uwagę na osiąganiu rezultatów i zintegrowanym podejściu do rozwoju, mając na względzie efektywny sposób wykorzystania swoich potencjałów, przy wsparciu komplementarnymi instrumentami finansowymi Unii Europejskiej. W opracowaniu przedstawiono realizację założeń wynikających z zapisów Strategii Lizbońskiej, a w dalszej kolejności ze Strategii "Europa 2020" przez jeden z krajowych programów operacyjnych odnoszący się do sfery środowiska i infrastruktury w obecnym i nowym okresie programowania polityki spójności. In the future achieving a smart, sustainable and inclusive growth would mean the implementation of the XXI century social market economy which vision is presented in the Strategy Paper "Europe 2020". Content of the national reform program assumed a link between the Polish development objectives and priorities pointed out in the Strategy Paper "Europe 2020". The economy minister have the responsibility to coordinate the implementation of the Strategy "Europe 2020" at the national level. The operational programs are part of a group of instruments which the Member States can implement as a challenges, put in the Lisbon Strategy and subsequently in the Strategy Paper "Europe 2020". The implementation of national operational programmes is to contribute in achieving the objectives of the cohesion policy of the European Union at the national level.

A public sector acquires vehicles of different kind, from vehicles for casual purposes like company cars and light commercial vehicles, to special vehicles like ambulances, fire trucks, police cars, buses, garbage trucks and street sweepers. The procurement procedures are regulated by the Public Procurement Low inter alia by the description of the subject the conditions of participation in the procedure, mode of the procedures, type of publication, selection award, conditions of the contract. It has become increasingly frequent that the public entities include the ecological requirements to their purchasing procedure. The analysis of public contracts for various means of transport in Poland in the recent years proves that open tender is the applied public procedure disregarding the value of the public contract and the offer only one criterion – price. Following the regulations of the European Union, on the 10th of May, 2011 the Prime Minister of Poland issued a regulation defining other obligatory criteria, beside price, for examination of the offers applying to the public contracts for purchases of vehicles from categories M and N. The most economically advantageous offer includes a combination of factors chosen by the contracting authority, including price, the consumption of energy, carbon dioxide emission and emission of pollutants (nitrogen oxides, dust particles and hydrocarbons). The paper attempts to assess the functioning of the system of public contracts regarding the consideration of environmental elements in awarding transport vehicles in the years 2009-2011.
