Barriers of practical application of innovative technologies in economy

The article presents a case study concerning a successfully carried out Strategic Programme entitled “Innovative Systems of Technical Support for Sustainable Development of Economy” executed in Poland within the Innovative Economy Operational Programme co-financed from the EU structural funds in the 2010-2015 period. The Strategic Programme is aimed at the development of the advanced product and process solutions ready to be practically implemented in industrial practice. In the process of implementing the developed technological solutions into industrial practice, numerous barriers are encountered. The article indicates possible commercialisation barriers as well as examples of barriers that occurred in the course of executing the Strategic Programme and implementation of its results. Against this background, examples of successful commercialisation are given. Furthermore, as a way for limiting the influence of barriers on commercialisation processes, the authors propose to combine processes of technological solutions development with support activities.

Autorzy prezentują studium przypadku dotyczące Programu Strategicznego „Innowacyjne systemy wspomagania technicznego zrównoważonego rozwoju gospodarki” realizowanego w latach 2010-2015 w ramach Programu Operacyjnego Innowacyjna Gospodarka. Program Strategiczny ma na celu opracowanie zaawansowanych rozwiązań produktowych i procesowych przygotowanych do wdrożeń gospodarczych w obszarze wytwarzania i eksploatacji obiektów technicznych. Proces wdrażania opracowanych rozwiązań technologicznych do przemysłu utrudniany jest przez liczne bariery. W artykule wskazano możliwe rodzaje barier komercjalizacji, a także przykłady barier, jakie pojawiły się w trakcie wdrażania rezultatów Programu Strategicznego. Ponadto przedstawiono przykłady zakończonych sukcesem komercjalizacji dotyczących rozwiązań technologicznych opracowanych w ramach Programu.

The article presents two crucial and correlated issues concerning the hierarchic structure of foresight projects and the practical application of their results. Nowadays, there are weak linkages observed between national foresight projects and foresight projects realised on the sectoral and corporate levels. On the other hand, the range of the practical application of the results of foresight projects remains insufficient. The article presents an outline of the model for the hierarchic application of foresight project results. The model is based on the need of greater interrelations of foresight projects at subsequent hierarchic levels: national, sectoral, and corporate one.

W artykule zaprezentowano dwa kluczowe i wzajemnie powiązane zagadnienia dotyczące hierarchicznej struktury projektów foresight oraz praktycznego wykorzystania ich rezultatów. Obecnie powiązania między projektami foresight realizowanymi na poziomie krajowym a tymi realizowanymi na poziomie sektorowym czy korporacyjnym należy uznać za niewystarczające. Jednocześnie skala praktycznego wykorzystania rezultatów projektów foresight pozostaje niezadowalająca. W artykule zaprezentowano propozycję modelu hierarchicznego wykorzystania rezultatów projektów foresight. Model zakłada wzajemne powiązanie projektów foresight na kolejnych hierarchicznych poziomach ich realizacji: krajowym, sektorowym i korporacyjnym.

The article presents a systems approach to activities facilitating the development and commercialisation of innovative technological solutions supporting sustainable economic growth. The key aspects recognised by the authors are the determination and correlation of research directions of the future and the formation of strategies of action on both the micro and the macro level. Governmental strategic research programmes have been identified to be an effective formula for the realisation of research in generated research areas. The authors have emphasised the need for including activities providing systems support facilitating novel technologies transfer in research programmes of a strategic nature, along with the tasks for the development of innovative product and process solutions. The article also presents an example of an effective correlation of this type of problems in a currently realised research programme.

W artykule zaprezentowano systemowe podejście w odniesieniu do prowadzenia działań stymulujących rozwój i komercjalizację innowacyjnych rozwiązań technologicznych wspomagających zrównoważony rozwój gospodarki. Za kluczowe uznano typowanie i korelację przyszłościowych kierunków badań oraz tworzenie strategii działania na poziomie mikro i makro. Zaproponowano rządowe programy strategiczne jako skuteczną formułę realizacji badań w wytypowanych dziedzinach. Wskazano na potrzebę uwzględniania w programach strategicznych, obok zagadnień dotyczących rozwoju innowacyjnych rozwiązań produktowych i procesowych, działań ukierunkowanych na zapewnienie wsparcia systemowego umożliwiającego transfer opracowanych rozwiązań do gospodarki. Zaprezentowano przykład efektywnego powiązania tego typu zagadnień w realizowanym programie strategicznym.
