Ocena efektywności procesów wpisuje się w nurt funkcjonowania współczesnych instytucji publicznych. Praktyka wykazuje, że analiza procesów biznesowych i ich optymalizowanie wpływają na efektywność działania całej instytucji. Celem pracy jest przedstawienie metodyki oceny funkcjonowania organizacji. W artykule zaprezentowano istotne aspekty oceny komórek biznesowych. Analizie poddano jeden z obszarów systemu oceny Zakładu Ubezpieczeń Społecznych. W tym celu wykorzystano metodę studium przypadku. Na podstawie uzyskanych wyników badań zaproponowano budowę hurtowni danych z jednoczesnym wdrożeniem metody business intelligence.

The assessment of process effectiveness is in line with the functioning of contemporary public institutions. Practice shows that the analysis of business processes and their optimization affect the efficiency of operation of the entire institution. The aim of the work is to present the methodology for the evaluation of the organization's functioning. The article presents important aspects of business unit assessment. The analysis covers one of the areas of the Social Insurance Institution's assessment system. For this purpose, the case study method was used. Based on the obtained research results, a data warehouse was proposed with the simultaneous implementation of the business intelligence method.

Security is understood as a certain state of confidence, the lack of threat and the awareness that the fundamental values of the state, including, among others, existence, survival and development, are preserved and represent the objective of the security policy of each government and state. The lack of these values may exert an adverse impact on its development. The activities of the competent organs of the state, creating such policy, should be purposeful and aimed at its implementation and they should also contribute to its formulation on the international arena. The security of Ukraine, as a result of actions taken by the separatist forces, was put to a great test and the annexation of Crimea slightly redefined the European security environment and resulted only in the imposition of sanctions and diplomatic pressure on Russia. Today, it is difficult to predict the scenario for future developments in Ukraine. It would seem that the chances are 50/50 that the conflict will be resolved. So, the question remains, what will Vladimir V. Putin, President of the Russian Federation, do? Will the pressure exerted by almost the entire world lead to the stabilisation of the situation in Donbass or will it result in the escalation of the conflict and the seizure of further areas, with, perhaps, Kiev included? However, the escalation of the conflict seems to be very unlikely, although it certainly would arouse nationalistic euphoria in the Russian society, as the imposed sanctions, the economic situation and losses that would be suffered by the Russians will prevent such escalation. If Putin decided to go war with Ukraine, he would have to take account of the determined opposition of the world superpowers and even greater sanctions, which the Russian economy might not be able to cope with. The paper contains the information about the genesis of the conflict in Ukraine and attempts to present the objectives of operations in the Kiev-Moscow conflict.

Artykuł przedstawia narzędzia wspomagające kontrolę menedżerską oraz planowanie finansowe ze szczególnym zwróceniem uwagi na narzędzie planowania i kontroli w postaci strategicznej karty wyników, benchmarkingu oraz analizy SWOT. Wykorzystując badania literaturowe oraz własne doświadczenia praktyczne, związane z budową planów krótkoi długoterminowych, w prezentowanym artykule szczególną uwagę zwrócono na fakt, że wdrożenie ww. narzędzi jest procesem długotrwałym, wymagającym zaangażowania wszystkich służb w przedsiębiorstwie. Następnie konieczne jest opracowanie strategii działania z wyszczególnieniem celów organizacji i wyborem odpowiednich mierników efektywności. Podkreślając wagę narzędzi kontrolingu w zarządzaniu przedsiębiorstwem, zwrócono również uwagę na zaangażowanie i zmotywowanie pracowników, którzy odczuwając wspólne wyzwanie, stają się odpowiedzialni za los swojego przedsiębiorstwa. Podkreślono, że właśnie to, a nie cele ani mierniki są najważniejszą, integralną częścią każdej opracowanej w indywidualny sposób koncepcji strategicznej karty wyników.

The author of the article tried to introduce tools to help control managerial and financial planning, with particular emphasis on planning and control tool in the form of the Balanced Scorecard, benchmarking and SWOT analysis. Using the research literature and their own practical experience with the construction of short and long term plans in the present article drew attention to the fact that the implementation tools is a long process that requires the involvement of all departments in the company, then it is necessary to develop a strategy detailing the objectives of the organization and the selection of appropriate measures of effectiveness.

The aim of this paper is to contribute to the debate on the directions of change of contemporary organizations and present assumptions of a management concept based on flexible goals. The paper starts with the presentation of conditions in which modern organizations operate. It is followed by the discussion of the essence of the concept of governance based on flexible goals and description of the principle of agreement about relative improvements. Finally, a model of the organization implementing the management process based on flexible goals is presented and the rules of management based on flexible goals are defined.

Celem artykułu jest włączenie w dyskusję nad kierunkami zmian w procesach zarządzania współczesnymi organizacjami i przedstawienie założeń koncepcji zarządzania w oparciu o elastyczne cele. Punktem wyjścia w artykule uczyniono zarysowanie uwarunkowań funkcjonowania współczesnych organizacji. Na tym tle omówiono istotę koncepcji zarządzania w oparciu o elastyczne cele, scharakteryzowano zasadę porozumienia dotyczącego względnego udoskonalenia, przedstawiono model organizacji realizującej proces zarządzania oparty na elastycznych celach i zdefiniowano zasady zarządzania w oparciu o elastyczne cele.

Katowice Coal Holding SA celebrates its twentieth birthday. It was established on June 29, 1993 following the merger of eleven mines. The overriding strategic objective of the Holding for the coming years is the steady growth of the company's value. Implementation of the objectives mentioned in the article is the basis for forming of an appropriate production and investment strategy by 2020. Zaprezentowano otoczenie rynkowe, na którym funkcjonuje Spółka i jego bezpośredni wpływ na prowadzoną politykę cenową. Omówiono obszary działalności decydujące o wiodącej pozycji Grupy na krajowym rynku węgla koksowego i koksu. Przedstawiono główne projekty inwestycyjne mające potwierdzić kierunki rozwoju Grupy w perspektywie długookresowej. The following paper presents the position of JSW Group on the coal and coke market in Poland and Europe. The market environment in which the Company operates and its direct affect on pricing is presented. The areas of activity that determine the Group's leading position on the domestic coking coal and coke market is charactered. Key investment projects confirm directions of development in the long-term time period. Issues discussed below indicate that the company deserves the name of solid and reliable partner, capable to meet the needs from coke and steel industry.

W artykule zaprezentowano rezultaty trzech metod wyboru tych mierników oraz wybrane ich przykładowe karty.

Effectiveness is one of the most critical issues in management research. It means the companies’ ability to realize the strategy suitably. That’s why the managers should know how to translate the strategy into strategic objectives (what’s also very important) and theirs measures. The article presents the results of survey research in mining companies. The end results of selection measures for certain strategic objectives methods are shown in the article. There are also a few examples of measure’s information cards, which are necessary in efficient operation of a management system.

In theoretical achievements and on the grounds of economic activities a number of detailed recommendations can be found for the correct formulation of the strategic objectives of an organization. However, relatively less attention is paid to systems methods of shaping, controlling and updating the purposes of the organization. In this article, a practical method of formulating, updating and verifying the accepted goals and contents of strategy, with use of the benchmarking technique is proposed.
