The paper explores the evolving role of strategic communication at the operations centre of the Minister of National Defence in Poland, particularly in the period leading up to and during the Russian Federation’s military aggression against Ukraine. The study investigates both proactive communication initiatives and reactive communication in response to citizens’ needs. Our research methodology primarily involved analysing official Polish national defence documents and comparing findings from studies conducted before and during the war in Ukraine. The results show that the conflict had a profound influence on the MOD’s strategic communication, emphasising the pivotal role of the Operations Centre of the Minister of National Defence. Furthermore, the analysis highlights the need for a comprehensive communication approach that encompasses both domestic and international audiences, spanning traditional and social media.

In 2021 global arms spending reached a record-breaking level of $ 2,11 trillion. This trend can be expected to develop due to the ongoing war between Russia and Ukraine. The Russian invasion has undoubtedly contributed to increased demand in the arms industry. The capabilities of domestic arms markets of conflicting parties is not a determining factor of the result of the war. Opponents’ activities in the information environment are also greatly important, as they often determine the response of the international community, and influence the support awarded by individual states. The financing of arms supplies to Ukraine may serve as a good example of such correlation. The arms that Ukraine is acquiring surely improve the country’s defence capabilities, with the support gained by Ukraine being the result of Kyiv’s well thought-out and consistent actions in the information sphere. This paper aims to explain the effects of wartime information strategy on Ukrainian defence capabilities.

W 2021 roku globalne wydatki na zbrojenia osiągnęły rekordowy poziom 2,11 bln dolarów. Trwająca wojna rosyjsko-ukraińska pozwala przewidywać, że ten trend będzie się rozwijał. Rosyjska inwazja niezaprzeczalnie przyczyniła się do wzrostu popytu na wyroby przemysłu zbrojeniowego. Jednakże potencjał rodzimych przemysłów skonfliktowanych stron nie przesądza o wyniku trwającej wojny. Ogromne znaczenie ma również aktywność przeciwnika w środowisku informacyjnym – aktywność ta nierzadko determinuje reakcje społeczności międzynarodowej, wywiera wpływ na udzielane przez państwa wsparcie. Finansowanie dostaw uzbrojenia dla Ukrainy stanowi przykład takiej zależności. Pozyskiwane uzbrojenie niewątpliwie zwiększa ukraińskie zdolności obronne, przy czym wsparcie, jakie otrzymuje Ukraina, jest m.in. wynikiem przemyślanych i konsekwentnie realizowanych działań Kijowa w sferze informacyjnej. Celem artykułu jest wyjaśnienie wpływu wojennej strategii informacyjnej na ukraińskie zdolności obronne.

National security determines the degree to which endangering national interests that sublimate national values is absent. With a review of the genesis and framework of the modern interpretation of national security, the paper discusses its approaches to endangerment. A retrospective of the ideas of endangerment in the paradigm of the changed physiognomy of contemporary conflicts and dynamic geopolitical movements creates the need for an innovative approach and prediction in national security strategic assessments. The paper provides an overview of the internal and external political aspects of national security and a framework for the actions of prominent entities according to the perceived foreign policy interests of importance for the Republic of Serbia’s security. By analysing common and conflicting interests of Serbia and forces that have geopolitical interests in the Western Balkans, it is possible to establish the most objective framework for predicting the trend of relationship development and the vector of influence. The paper analyses Serbia’s interactions with Russia, the United States, and the EU. The findings point to a complex situation regarding Serbia’s national security, where Russia seeks to maintain its strong soft power presence, the United States wants close cooperation and insistence on recognising Kosovo’s independence, and the EU does not vigorously stimulate or promote Serbia’s European integration. In that way, a concrete contribution is made to the developing of strategic assessments of possible trends of importance for the Republic of Serbia’s security, as well as to the achievement of declared national goals.

Celem artykułu jest przedstawienie sposobu implementacji zapisów „Doktryny bezpieczeństwa informacyjnego Federacji Rosyjskiej3” – dokumentu strategicznego w kontekście prowadzonej przez Federację Rosyjską polityki zagranicznej, historycznej i militarnej uwzględniający przekaz propagandowy kierowany zarówno do społeczeństwa rosyjskiego, jak i międzynarodowego. W artykule przedstawione zostaną m.in. algorytmy realizacji ideologii rosyjskiego świata (Russkij mir) mającej na celu kształtowanie prowadzenia przez Federację Rosyjską działań w obszarze militarnym w Republice Serbii.

The aim of the article isto present the method of implementing the regulations of the „Information Security Doctrine of the Russian Federation” – the strategic document in the context of the foreign, historical and military policy of the Russian Federation, including propaganda directed at both the Russian and international society. The article will present, among others algorithms for the implementation of the ideology of the Russian world (Russkij mir) aimed at shaping the Russian Federations course of activities in the military area in the Republic of Serbia.

Radio, telewizja, prasa, jak i uważany za najistotniejszy element w podsystemie technologicznym internet, stanowią współcześnie narzędzia do obrony i ochrony interesów państwowych. Autor dokona interpretacji działań Federacji Rosyjskiej w jednym z kluczowych dziś obszarów przestrzeni informacyjnej – cyberprzestrzeni oraz unikalnego postrzegania przez Rosjan tego obszaru.

The purpose of this paper is the portrayal of the activities of the Russian Federation in the information space. Author’s analysis focuses on the basis strategic and doctrinal documents. Radio, television, the press, and considered as the most important element in the technological subsystem – the Internet, they are tools of defense and protection of the main interests of the states. The author will interpret the actions of the Russian Federation in one of key areas of the cyberspace. Also, the article contains analysis of the unique Russian perception of this area.

Rozwój technologii, zwłaszcza Internetu, sprawił, że środowisko bezpieczeństwa zyskało nowy wymiar. Współczesne zagrożenia już nie są zagrożeniami jednowymiarowymi, coraz rzadziej są zagrożeniami militarnymi, a coraz częściej – asymetrycznymi lub hybrydowymi. Wojna hybrydowa to przede wszystkim walka o umysły. Często jest prowadzona w czasie pokoju, co komplikuje reagowanie na tego typu ataki z punktu widzenia prawa międzynarodowego. Wyzwania związane z zagrożeniami hybrydowymi wymuszają zmianę postrzegania obszaru wojny z jasno zdefiniowanego obszaru geograficznego na wielowymiarowy model konfliktu. Najbardziej obiecującym kierunkiem przeciwdziałania zagrożeniom hybrydowym wydają się prace nad komunikacją strategiczną jako zdolnością do synergicznego wykorzystania istniejących możliwości w przestrzeni fizycznej oraz środowisku informacyjnym. Efektywne reagowanie Sił Zbrojnych RP na zagrożenia hybrydowe wymaga spójnego systemu reagowania w środowisku rzeczywistym i informacyjnym.

The development of technology, particularly the Internet, created a new dimension in the security environment. Currently existing threats are no longer one-dimensional, they are less and less often purely military, but frequently have asymmetrical or hybrid nature. Hybrid war is essentially a battle aimed at winning minds. It is often conducted during the time of peace, which makes reacting to such attacks difficult from the point of view of international law. Challenges connected with hybrid threats require a change in the way of perceiving the area of war - from a clearly defined geographical area to a muilti-dimensional model of conflict. The most promising direction as to countering hybrid threats seems to be work on strategic communication, i.e. the capability to synergistically use possibilities existing in the physical space and the information environment. Etfective reaction of the Polish Armed Forces to hybrid threats requires a coherent reaction system in reality and in the information environment.

The information era threats pose a great challenge for modern societies’ functioning. They create an essential element shaping the character of current armed conflicts. Information operations play a special role in armed forces’ operations. However, the development of the mentioned above threats requires elaborating new solutions exceeding traditional perception of the operations in question. The concept that seems to fill in the loophole in information space is defined as strategic communication. The basic elements of this concept include information operations, public diplomacy, services rendered in the radio and television programmes area and public relations. The latter is interpreted in different ways and therefore the article shows various interpretations of this strategic communication component drawing special attention to such activities undertaken during crisis response.
