Objectives: The article presents the eternal relevance of the decision-making process and its inseparable connection with the personality of the decision-maker. Broadly speaking, the subject of consideration is the civil-military cooperation and relations. The main goal of the author is to review the leading principles and functions of CIMIC and offer information about an actual event where this was helpfully used. Methods: The scientific methodology used is a combination of a theoretical review of the issue and the presentation of the mentioned techniques used in emergency situations in Bulgaria. Results: The importance of the civil-military cooperation in both military and non-military operations is analysed in the article. This is accomplished by using real situations as examples and by theoretical conclusions. Conclusions: The topic is essential for both military and nonmilitary research and operations. As far as the author is concerned, this civil-military cooperation is of paramount importance to the success of military operations.

The civil control of the armed forces plays a more and more important role in Poland, especially after 1980. Nowadays, it constitutes a new paradigm of national and international security since it is a basic condition for membership in NATO and the factor of political-to-military democracy relations. According to the author, the issue of the civil control of the armed forces has a great importance for the cognitive and praxeological aspect of two essential questions: "How deeply should the civil control penetrate the army?” as well as “What instruments, procedures, influences and prestige are essential to achieve full control of the armed forces?” The author points out that the basic pillars of the civil control of the army are: the modern management system of the state, the ways of wielding the power by the Prime Minister and Defense Minister as well as the range of legislative, judiciary bodies’ power. Military professionalism in the democratic army should be based first of all on high professional competencies, experience, and considerable achievements in the military service, loyalty towards the nation and state and ethic principles. According to K. Pepper, we are all responsible for making the open future better than the present day.
