We must look to the present and future, and not to models from the past alone. Where promoter, user, and designer understood each others' purposes, and where government and society understood and encouraged the purpose; the best possible built environment. Public promoter must foster coherence by promoting debate on architecture and by acting as an exemplary promoter of the highest quality work on its own behalf.
