Budżet państwa jest pochodną realizowanej przez sprawujących władzę polityki gospodarczej, społecznej, zagranicznej ale i obronnej. Budżet obronny państwa natomiast jest wyrazem kompromisowego godzenia finansowania potrzeby bezpieczeństwa, a szczególnie bezpieczeństwa zewnętrznego państwa, z innymi potrzebami publicznymi, zarówno sensu stricte jak i sensu largo. W artykule przedstawiono miejsce potrzeby bezpieczeństwa w polityce państwa poprzez pryzmat budżetu obronnego. Jednocześnie dodatkowym celem artykułu jest rozwianie wątpliwości i jednoznaczne rozróżnienie często stosowanych zamiennie w literaturze pojęć budżet obronny i budżet wojskowy. Artykuł ponadto prezentuje rozkład finansowania potrzeby bezpieczeństwa zewnętrznego państwa, z uwzględnieniem finansowania wydatków wojskowych na przestrzeni ostatnich lat, przy czym prezentowane informacje dotyczą wydatków rzeczywistych, a nie definiowanych na etapie planowania budżetowego.

The state budget is derived from realized by those in power for economic, social, but foreign and defense policy. Defense budget while the state is an expression of a compromise to reconcile the need for security funding, especially external security of the country with other public needs, both in the strict sense and broad sense. The article presents a place of safety needs in state policy through the prism of the defense budget. Simultaneously, an additional goal of this article is to dispel doubts and clear distinction is often used interchangeably in the literature and concepts of defense budget military budget. Article also presents the distribution of funding for the external security of the country with regard to the financing of military spending in recent years, and presented information on actual expenditure, not defined at the stage of budget planning.

PPBS introduced new analytic techniques and a new rationalised approach to defence and economic planning into management theory and practice. The aim of PPBS is to form a plan, programme and, finally, the budget for the ministry of defence. Each PPBS stage is constructed to provide a product of its activity to a defined date. Therefore it was possible to discuss them in separate parts of the article. Both the stages and, briefly, eleven basic PPBS programmes have been described. PPBS begins with the definition of a national military strategy, and ends with forming a defence budget. In reality, however, it is a continuous process. The system under discussion enables maintaining national security and supporting the aims of foreign policy from a few up to nineteen years ahead. That is why, recently, not only the decision makers but also politicians have been referring to it in matters concerning planning, budget and strategy. Thus the discussed system should be taken into consideration as an essential element in all kinds of works on improving or constructing the Polish system of defence planning which is expressed in the most explicit and important way by the defence budget in the parliament. PPBS allows to rationalise the choice of defence tasks, which is also one of its basic tasks.

After passing the resolution on 16 February 1995 by the Polish Parliament concerning the basic problems of the state defence, the Council of Ministers adopted assumptions (9 September 1997) for the armed forces modernisation programme in 1998-2012 (Army 2012 Programme). Currently Poland realises the „Partnership for Peace’ Programme and we are on the stage of ratification of our admission to NATO structures. This compels the need to adapt our economic - defence potential, the armed forces including, to European standards of democratic states members of NATO. The „Army 2012 Programme” stipulates for realisation of two main tasks: ensuring our forces interoperability and compatibility with NATO forces, adapting our air and sea ports to NATO standards. This programme provides the realisation of 11 detailed programmes, the aim of which will be to modernise the systems of reconnaissance, radio electronic warfare, communication and command, air force and anti tank defence. Rational shaping of the state defence effort to build and develop an effectively functioning coalition and national defence system (SOP) requires, among others a detailed knowledge of all economic - defence state issues. It can be achieved by constant watching, analysing and forecasting dynamic changes of economic factors in defence economy.

The article presents a methodological approach to the state defence expenditures and their participation in shaping the state defence system. These expenditures are characterised on the background of the state defence - economic sector. To evaluate an economic aspect of the state defence, there have been suggested 14 macro-economic factors situated in three basic dimensions: financial, factual and social. Taking into account the dynamics of their changes and using e.g. prospective analysis methods, through analogy and extrapolation, one can forecast the directions of further changes. It should contribute to work out a rational forecast to develop the Polish Republic military potential.
