Przedstawiono wyniki badań skuteczności systemu zarządzania energią na zgodność z normą ISO 50001 w przedsiębiorstwie sektora chemicznego. Zakres czasowy badań obejmował okres również sprzed wdrożenia systemu, co umożliwiło stworzenie warunków porównawczych. W artykule przedstawiono pozasystemowe czynniki determinujące skuteczność systemu. Artykuł mieści się w dyscyplinie nauk o zarządzaniu i jakości. Do przeprowadzonych badań zastosowano metody jakościowe.

A systematic literature review and case study description were used to test the effectiveness of an ISO 50001 standard for compliant energy management system in a chem. sector company. A free interview with selected system users was conducted. The time scope of the research covered the period before the system implementation, which made it possible to create comparative conditions. Systemic factors detg. the efficiency of the system were presented.

W artykule przedstawiono wybrane elementy teoretyczne podstaw tworzenia systemu zarządzania energią w jednostkach publicznych oraz opis zaproponowanego systemu, nazwanego eksperckim, poprzedzony opisem zarządzania energią w organizacji według normy EN-PN 16001:2009.

The article discusses the theoretical basis for the creation of an energy management system at the local level, in the context of the development of a new area of imperatively – organizational activity of municipalities. Selected items of public management theory, systems theory and the basics of creating management systems were indicated. The general outline was discussed with the EN-ISO 16001 standard of Energy Management System. This is a standard build on the concept of Continuous Improvement by E.C. Deming in its construction similar to the standards of quality management and environmental management standards in preperation3, The expert model of the energy management system in the municipality Is described in more detail. It is based on a general model of management. The subject and object management, management tools, and management system – understood as establishing of the system of sovereign authority, the necessary legal institutions and the way the organization unit is responsible for implementation and operation of the system was discussed.
