W referacie przedstawiono zakres wykorzystania ruchomych stacji pomiarowych, w jednym z ustawowych zadań Urzędu Komunikacji Elektronicznej jakim jest gospodarka zasobami częstotliwości [1]. Omówione zostały w nim zarówno zagadnienia pomiarów sygnałów radiowych zgodnych z odpowiednimi zaleceniami Międzynarodowej Unii Telekomunikacyjnej (zwanej dalej ITU) [2] jak i procesy monitorowania i lokalizowania źródeł sygnałów radiowych ze szczególnym uwzględnieniem nowatorskiej metody radionamierzania w ruchu.

The paper presents the scope of using mobile monitoring stations in one of the statutory duties of the Office of Electronic Communications (UKE) in the field of the frequency resources management. An overview of the basic parameters and control functions of a monitoring station is presented in Section 2. The available types of measurements with appropriate ITU recommendations are described. An example of a correct and incorrect result of the radio signal measurement based on the difference of the percentage distribution frequency deviation (Figs. 1, 2) is given in Section 3. The use of an adaptation mask in the process of spectrum monitoring is described in Section 4. Its efficiency is demonstrated by comparing the actual frequency spectrum with that generated before and the saved envelope of this frequency spectrum. Three modes of direction finding are reviewed: the stationary direction finding, the synchronized direction finding and the especially innovative method of mobile direction finding. The mobile direction finding method is based on an advanced mathematical analysis of all potential bearings (Fig. 5). It enables direction finding of many radio sources whose signals are present in the same radio channels simultaneously. It enables limiting the searching area to one or several zones and makes the accuracy of the direction finding least dependable on the precision of direction finding equipment and on the shape of a monitoring vehicle.

Przedstawiono specyficzne problemy metrologii pola elektromagnetycznego niskich częstotliwości w polu bliskim pod kątem bezpieczeństwa pracy. Zaprezentowano metody pomiarów widmowych przy wykorzystaniu zmodyfikowanych tradycyjnych czujników PEM oraz nowatorskich rozwiązań czujników fotonicznych.

The work presents specific of spectrum low frequency EMF measurements especially in the near-field for labour safety. Modification of traditional sensor and newest photonic methods of EMF are shown.
