W artykule omówiono możliwość wykorzystania koncepcji mikronarzędzi bazujących na relacyjnym modelu danych w zakresie rozwoju kluczowych dla rozwoju innowacyjnego specjalizacji inteligentnych. Opisano główne elementy rozwijanej koncepcji tworzenia narzędzi w arkuszach kalkulacyjnych. Omówiono sposób reprezentacji zidentyfikowanych encji w arkuszach. Przedstawiono proponowane rozwiązania w zakresie zapewnienia integralności danych oraz w zakresie pozyskiwania założonych układów informacji. Zidentyfikowano także obszary specjalizacji inteligentnych, w których rozwój wpisuje się rozwój opisanej koncepcji oraz inne obszary, w zakresie których może ona zostać wykorzystana.

This article addresses the concept of application of micro-tools based on the relational data model for developing smart specialisations of key importance for innovative growth. Major components of the concept proposed for purposes of creation of the tools in spreadsheets have been described. Also the manner in which the identified entities are then represented in spreadsheets has been discussed. The solutions proposed by the author have been elaborated upon with regard to the goal of ensuring data integrity as well as acquisition of the assumed information systems. What has also been identified is the spheres of smart specialisations where development as such has become a part of the development of the concept described, but also the spheres in which the latter may yet find application.

The paper discusses the methods and rationale for selecting advanced manufacturing technologies as a smart specialisation priority in Poland at a national level. The studies rely on the desk research of relevant national strategic documents. This article might contribute to a discussion if there is a point in domestic AMTs technologies creation and development or it should be just an agreed approach considering these technologies adoption. The chapter underlines the importance of KETs for the EU and provides the related policy context. The author investigates the smart specialisation process that was imposed by EU to define development domains of Members States at national or regional level with focus on diagnosis (with some attention on foresight) and entrepreneurial discovery process. In the author's opinion, the outcome of the national S3 process maintains the country aspiration regarding AMTs creation and development for its future economic development.

Artykuł analizuje metody i przesłanki stojące za wyborem zaawansowanych technologii produkcyjnych jako inteligentnej specjalizacji w Polsce na poziomie krajowym. Analiza opiera się na przeglądzie strategicznych dokumentów polityki. Studia te mogą kontrybuować do dyskusji czy jest zasadne tworzenie i rozwój tego typu technologii, czy też powinno się raczej skoncentrować na ich absorpcji. Artykuł podkreśla znaczenie Kluczowych Technologii Wspomagających dla UE i przybliża ich kontekst. Autor prześwietla proces wyłaniania inteligentnych specjalizacji, który został nałożony przez UE na Państwa Członkowskie w celu wyłonienia priorytetów na poziomie krajowym lub regionalnym. Główny nacisk został położony na diagnozę (szczególnie na foresight) oraz proces przedsiębiorczych odkryć. Według opinii autora rezultat procesu na poziomie krajowym potwierdza co najmniej aspiracje kraju do rozwoju tego typu technologii.

The article presents the concept of the creation and functioning of the Regional Network of Specialist Observatory in Silesia. The Regional Network of Specialist Observatory plays an important role in the implementation and realization of the Regional Innovation Strategy, as it combines research, economic, and administrative activity, which are present in a region by set of methods and tools developed within solutions that are used to facilitate the identification, description, and assessment of the technological potentia! in the region and improve the transfer of innovative technological solutions that are responding to the real needs of the market. The aims of Regional Network of Specialist Observatory are as follows: the support and improvement of the management of the region's development in areas of regional potentia! of science and technology, the positioning of key technology areas, and the assessment of the effectiveness of measures aimed at creating a regional technology development policy of Silesia strengthening of regional.

Artykuł prezentuje koncepcję utworzenia i funkcjonowanie s1ec1 regionalnych obserwatoriów specjalistycznych w województwie śląskim. Regionalna Sieć Obserwatoriów Specjalistycznych odgrywa istotną rolę w realizacji Regionalnej Strategii Innowacji, gdyż łączy sfery badawczą, gospodarczą i administracyjną poprzez zestaw wypracowanych w ramach jej działalności rozwiązań. Metody i narzędzia, jakimi posługują się obserwatoria, mają przede wszystkim ułatwić identyfikację, opis i ocenę potencjału technologicznego regionu i usprawnić transfer innowacyjnych rozwiązań technologicznych, które są odpowiedzią na realne potrzeby rynku. W artykule zaprezentowano szczegółowy zakres funkcjonowania Obserwatorium - Technologie dla Ochrony Środowiska.
