W polityce Władimira Putina ważne miejsce zajmuje Arktyka. Znajdują się tam ogromne zasoby ropy i gazu. Ocenia się, że niemal czwarta część światowych złóż ropy i połowa globalnych złóż gazu mogą zalegać pod dnem morskim tego lodowatego pustkowia. Wzrost temperatury na Ziemi powoduje topnienie polarnej pokrywy lodowej, to zaś sprawia, że obszar Arktyki staje się łatwiejszy do eksploracji. Region ten budzi zainteresowanie wielu państw, między innymi: Kanady, Danii (i zależnej od niej Grenlandii), Norwegii, Rosji oraz Stanów Zjednoczonych. Obecnie w działania na obszarze arktycznym najbardziej jest zaangażowana Rosja i próbuje ona wciągnąć świat zachodni w arktyczny wyścig zbrojeń. Na wyspach szelfu kontynentalnego Europy, który stanowi północny skraj całego kontynentu, znajduje się 475 rosyjskich baz, od zachodniej granicy Federacji Rosyjskiej do Cieśniny Beringa na wschodzie. Rozlokowane są w nich systemy przeciwlotnicze S-400 oraz dodatkowo obrony powietrznej w pobliskiej lądowej bazie lotniczej. Środki te mogą pracować w temperaturze -50°C. Wojsko w bazach ma za zadanie radiolokacyjną kontrolę ruchu lotniczego i Północnej Drogi Morskiej oraz likwidowanie szkód ekologicznych. Zgodnie z decyzją prezydenta Putina do 2024 roku ruch żeglugowy na trasie północnomorskiej ma zwiększyć się dziesięciokrotnie. W rosyjskim rządzie powstało nowe ministerstwo, które odpowiada za rozwój Arktyki.

In the politics of Vladimir Putin, the Arctic take an important place. There are enormous rsources of gas and oil. It is estimated that nearly one-fourth of the global oil and gas resources may be hidden under the sea depth of this icy desert. The Earth's increasing temperatures make the polar ice cover melt, which in turn makes the Arctic more accessible for exploration. The region is interesting for many state, sucha Canada, Denmark (and Greenland), Norway, Rusia and the United States. At present, Russia has been most engaged in the activity in the Arctic area, and it is Russia that attempt to make the western world join the Arctic weapon race. On the islands of the Europe's continental shelf, which constitutes a northern end of the entire continent, there are 475 Russian bases with the S-400 anti-aircraft systern, reaching from the western border of the Russian Federation to the Bering Strait in the east, and additional air defense bases in the nearby land air base. The systems can operate in the temperature as low as - 50°C. The army in those bases is tasked with a radar control of air traffic and the Northern Sea Route, a well as with the elimination of ecological damages. By the decision of President Putin, until 2024, the hipping traffic on the Northern Sea Route is to increase ten times. The Russian government created a new ministry responsible for the development of the Arctic.

W artykule została przedstawiona problematyka zdalnej edukacji pacjentów wspomaganych kardioimplantami. Ten rodzaj edukacji pozwala na efektywne kształcenie społeczeństwa z ominięciem barier społecznych, geograficznych i organizacyjnych. Przedstawiono możliwości praktycznego zwiększenia dostępności systemu przez wspomaganie obsługi aplikacji od strony użytkownika specjalizowanymi urządzeniami wejścia-wyjścia oraz właściwe zaprojektowanie szaty graficznej, co pozwala na włączenie w edukację pacjentów z różnego rodzaju dysfunkcjami (np. osoby niedowidzące, ze schorzeniami narządów ruchu).

The paper presents problems of distance and remote education of physically handicapped cardiac implant patients. According to the data available on the website of the National Consultant in the field of cardiology [5], the annual number of cardiac rhythm device implanted in Poland is on the increase. The data of the Government Plenipotentiary for Pysicially Handicaped People [10] shows that in 2002 the number of people with disabilities in general was close to 5.5 million. The designed website ePacemaker [11] is dedicated for use by cardiac implant patients and their families, physicians (cardiac electrophysiologist). By using new technology it is possible to exchange expert information and realize remote physically handicapped patient education. The scopes of ePacemakers are (Fig. 1): (1) to educate for better understanding of EMF-cardiac implant device interaction (cardiac implant wearers, their families and physician), (2) to collect data from questionnaires (volunteers interview for examination of pacemaker implanted in the human body, volunteers interview for other study related to EMI in daily lives, and so on.), (3) to educate medical staff, (4) to cooperate in scientific research. Application of special equipment (e.g. IntelliKeys, Maltron, IntegraMouse or BlinkIt) and special website design for the handicapped persons expanding a group of portal ePacemaker users are presented in Subsection 2.3 (Figs. 2-6) and Subsection 2.4, respectively . The presented service will be installed and tested at one of implantation centers.
