This paper presents a rate control scheme for spatial scalability of H.264/SVC. At first, an adaptive method is proposed to decide the initial quantization parameter. Then, based on the transform coefficients distribution of spatial scalability, a new natural logarithm domain rate-distortion model is derived from the inspiration of the Cauchy-Density-Based model. Next, with above method and model, a rate control scheme is developed to match the characteristic of spatial scalability. The excellent performance of the proposed scheme is demonstrated by experimental results.

Artykuł przedstawia metodę kontroli szybkości system GH.264/SVC. Przy wykorzystaniu metody adaptacyjnej ustlany jest współczynnik kwantyzacji. Następnie bazując na rozkładzie przestrzennej skalowalności stosuje się nowy algorytm dopasowujący szybkość transmisji.

Compared with the scalable parts of previous video coding specifications, the Scalable Video Coding (SVC) extension of H.264 Advanced Video Coding (AVC) standard (short for H.264/SVC) has demonstrated significant improvement of video compression performance. In this paper, different coding methods for scalability are analyzed and their influence on the performance of H.264/SVC is investigated through extensive experiments. The conclusions derived from experimental results would serve as solid bases for the future improvement of encoder design.

W porównaniu z wcześniejszymi metodami kodowania sygnału video rozszerzenie SVC (Scalable Video Coding) znane jako standard H.264/SVC wykazuje znaczą poprawę jakości kompresji. W artykule analizowano i porównano różne eksperymentalnie metody kodowania.
Przedstawiono aktualny stan procesu rozwoju techniki skalowalnych koderów cyfrowych sekwencji wizyjnych. Planuje się, że w wyniku selekcji technik i narzędzi kodowania skalowalnego w krótkim czasie zostanie wyłoniona technika, która będzie podstawą nowego standardu kompresji obrazu ruchomego. W pracy omówiono wyniki konkursowego wezwania do zgłaszania koderów skalowalnych. W szczególności został omówiony skalowalny koder poznański, który powstał w wyniku prac badawczych na Politechnice Poznańskiej i był zgłoszony do tego konkursu.

The paper presents current state of the art in scalable video coding technology. It is expected, that for future standard a new video coding technique will be selected among scalable coding techniques and tools. Results of Call for Proposals (CfP) for scalable video codecs have been discussed in the paper. In particular, a scalable video codec that was developed at Poznan University of Technology and submitted as a response to CfP has been discussed.
