Spatial planning is a vital aspect of social and economic development of a country. Spatial planning in Poland is regulated by the Spatial Planning and Development Act of 27 March 2003 and should be implemented in conformity with the EU Directive Establishing an Infrastructure for Spatial Information in the European Community (INSPIRE). In the study an assessment of the spatial planning system in Poland in the light of existing legislation has been carried out, and a SWOT analysis has been performed, showing the planning’ strengths and weaknesses, opportunities and threats, and the most immediate needs to be met – in the context of amendments currently being drafted – have been indicated.

Planowanie przestrzenne jako część strategii rozwoju kraju stanowi istotne zagadnienie w kontekście rozwoju społeczno - gospodarczego państwa. W Polsce regulowane jest przez Ustawę z dnia 27 marca 2003 o planowania i zagospodarowaniu przestrzennym, a także zgodnie z przyjętą przez Polskę dyrektywą ustanawiająca infrastrukturę informacji przestrzennej we Wspólnocie Europejskiej (INSPIRE) powinno uwzględniać jej założenia. W pracy przeprowadzono ocenę systemu planowania przestrzennego w Polsce w myśl obowiązujących aktów prawnych, przeprowadzono analizę SWOT wskazując jego mocne i słabe strony, szanse i zagrożenia, a także wskazano najpilniejsze potrzeby w zakresie zmian, nawiązując do prowadzonych prac nowelizacyjnych Ustawy.

Spatial planning in Poland has got long history. The first significant Act regulating rules of spatial economy in Poland was the Decree of the Polish President from 16th February 1928 about constructional law and settlements buildings. The successive acts from the range of spatial planning such as the Decree from 2nd April 1946 about planned state spatial economy, the Act from 31st January 1961 about spatial planning, the Act from 12th July 1984 about spatial planning and also the Act from 7th July 1994 about spatial planning were introducing numerous changes forming ipso facto spatial planning system in Poland. The paper is a revision of recording of the most important acts influencing directly spatial politics on the national, regional ansd also local levels.
