This article presents issues and problems related to landslide hazards in the context of geology and law. Based on the previous experience, the author discusses how landslides are perceived in the practice ofgovern- ment, self-government and spatial planning. This article presents the most common problems and sources of potential conflicts that are in the scope of interest ofgeologists, administrations, investors and inhabitants ofendangered areas. The gaps and ambiguities in the regulations as well as suggestion of the proper procedure are discussed.

W artykule scharakteryzowano zmiany jakie zaszły na przestrzeni 11 lat w odniesieniu do rozwoju infrastruktury technicznej w gminach Kampinoskiego Parku Narodowego. Wyposażenie w sieć wodociągową i kanalizacyjną ma bardzo duże znaczenie tak w kontekście jakości życia mieszkańców, jak ochrony i zabezpieczenia unikalnych wartości przyrodniczych KPN. Analizę wielowskaźnikową wykonano dla dystansu czasowego 2004-2014 ze skokiem 5-letnim. tj. dla roku 2004, 2009, 2014 z wykorzystaniem danych statystycznych GUS, zawartych w BDL-u. Ocenę dostępności społeczno-przestrzennej oparto na miernikach ukazujących dany wskaźnik odniesiony do powierzchni lub liczby ludności. Przeprowadzona analiza pozwoliła ukazać różnice pod względem standardów życia mieszkańców gmin z bardzo silnymi uwarunkowaniami przyrodniczymi. Załączniki graficzne pokazują, nie tylko stan aktualny, ale również dynamikę zmian na płaszczyźnie obsługi mieszkańców infrastrukturą techniczną co stanowi podstawę zrównoważonego rozwoju.

The article describes the changes that have taken place over 11 years in the development of technical infrastructure of the Kampinoski National Park (KPN) municipalities. The availability of waterworks and wastewater systems is important both in the context of health protection as well as for the preservation of unique natural values of KPN. Regarding that, a multifactoral analysis was performed for the time period 2004-2014 by increments of 5 years, ex. for 2004, 2009, 2014 etc. with the use of statistic data provided by Central Statistical Office of Poland (GUS) in the Local Data Base (BDL). The assessment of the socio-spatial availability is based on factors referred to surface or population. The analysis made it possible to point on differences in terms of living standards of the inhabitants of municipalities significantly influenced by nature. The graphical attachments show not only the current stage but also the dinamics of changes of technical infrastructure considered on the inhabitant service level which stands a base for a sustainable development.

Celem artykułu jest analiza i ocena stanu zagospodarowania przestrzennego powiatu kieleckiego, koncentrująca się na stopniu pokrycia poszczególnych gmin obowiązującymi planami miejscowymi przy uwzględnieniu dynamiki zmian od 2005 roku. Ustawa o planowaniu i zagospodarowaniu przestrzennym z dnia 27 marca 2003 roku nie wprowadza bowiem obowiązku sporządzania planów miejscowych dla całych terytoriów miast lub gmin. Badania te mają także na celu określenie czynników, które powodują, iż miejscowe plany przestrzenne nie są sporządzane. Aby w sposób właściwy i obiektywny dokonać przeglądu stopnia pokrycia powiatu kieleckiego miejscowymi planami zagospodarowania przestrzennego wykorzystano metodę badań ankietowych. Badania ankietowe przeprowadzono w 2014 roku wśród służb planistyczno - urbanistycznych wszystkich dziewiętnastu gmin powiatu kieleckiego. Dostarczyły one informacji na temat pokrycia poszczególnych gmin miejscowymi planami zagospodarowania przestrzennego, przyczyn braku sporządzania planów, liczby wydanych w 2013 roku decyzji o warunkach zabudowy i zagospodarowania terenu oraz wypisów z miejscowych planów. To ostatnie zagadnienie wskazuje na ożywienie w ruchu inwestycyjnym na analizowanym obszarze.

The aim of this article is the analysis and assessment of spatial management in the Kielce district, focusing on the coverage of communes by current local spatial plans, taking into account the dynamics of changes that have taken place on this issue since 2005. Spatial Planning and Land Development Act of 27 March 2003 does not introduce the obligation to prepare local spatial management plans for the whole territories of cities or communes. These studies also aim to identify the factors which cause that the local spatial plans are not prepared. For the purpose of a proper and objective review of the coverage of Kielce district by local spatial management plans used method of survey research. The survey conducted in 2014 among urban planners in nineteen communes of Kielce district. This provided information about the coverage of communes by local spatial plans, the potential reasons for the lack of these plans, the number of issued in 2013 decision on land development and management conditions and extracts from local plans. This last issue indicates a recovery in the investment activity in the analyzed area.

Wzrost gospodarczy Korei Południowej zostanie w 2024 r. zamanifestowany spektakularną dzielnicą biznesową w Seulu. Yongsan International Business District (Yongsan IBD), pretendująca do roli centrum biznesowego całego regionu, jest kolejną azjatycką superinwestycją, o jakich pomarzyć mogą kraje "starego Zachodu". Konkurs na zagospodarowanie przestrzenne wygrało w 2009 r. Studio Daniel Libeskind, proponując wyrazistą kompozycję kilkunastu wysokościowców nazwaną Archipelag 21 - ze względu na jej wizualną i filozoficzną zawartość. Kierując się imperatywem ochrony środowiska i zrównoważonego rozwoju, a także zasadami feng shui, Libeskind przedstawił krajobrazową koncepcję "wysp wśród zieleni". Wyspy te wyznaczają miejsce i ramy przestrzenne dla nowych budowli. Jest to innowacyjne podejście do projektowania w mieście o dużej gęstości zabudowy. Skalę tego przedsięwzięcia ilustruje przewidywana powierzchnia użytkowa wszystkich nowych budynków wysokich - prawie dwa i pół miliona metrów kwadratowych.

Asymptote Architecture (ASY) studio has revealed their Velo Towers project. Placed in Yongsan International Business District (South Korea), masterplanned by Daniel Libeskind, the project peaks to form new boundaries for residential architecture. Its dynamic arrangement of stacked and rotated volumes is aimed to counterpoint conventional extrusion of massing, which is common for today supertall structures. By breaking down the scale, architects achieve a socially engaging and dynamic environment, amplified with terraces floating high above the ground and multifunctional bridges. The house common amenities, including : fitness and recreation centers, lounges, pools, spas etc., which will serve as social focal points. ASY may be considered an avant-garde studio, as their latest projects seem to be sn architectural and engineering state-of-th-art. Their most well-known building is Yas Hotel in Dubai, where advanced computational geometry methods were applied to optimize the use of resources and structure complexity. Velo Towers will probably establish some new architectural work flow methods, mainly because facade panels are to derive techniques from automotive and naval industries, Today, the automotive branch of industry is one of the most robotized ones, and thus the expectations regarding Velo Towers are placed really high. Velo Towers are planned to be Completed by 2024, simultaneously with the whole Yongsan IBD development.

Ekologiczne aspekty funkcjonowania parków technologicznych

Celem artykułu jest przedstawienie ekologicznych aspektów funkcjonowania parków technologicznych oraz możliwości ich wykorzystania w planowaniu przestrzennym dla zrównoważonego rozwoju obszarów zurbanizowanych. Związek pomiędzy parkiem technologicznym a działalnością na rzecz poprawy jakości środowiska zachodzi w odniesieniu do jego funkcji, działalności i uwarunkowań funkcjonalnych oraz układu przestrzennego. Wprowadzenie i urządzenie terenów zieleni, stosowanie technologii ekologicznych w parkach technologicznych w dużej mierze spełnia także postulaty ochrony środowiska. W tym kontekście park może być instrumentem realizacji polityki przestrzennej ukierunkowanej na poprawę jakości środowiska w obszarach zurbanizowanych, w szczególności dużych miast i obszarów metropolitalnych.

The aim of this article is to present ecological aspects of operation of technology parks and the possibility of using them in spatial planning for the sustained development of urban areas. The relation between a technology park and work for the improvement of quality of environment exists in respect to its functions, activity, as well as functional conditions and spatial arrangement. The introduction and arrangement of green areas, application of ecological technologies in technology parks also fulfils the demands of environment protection to a large extent. In such a context, a park can be an instrument of execution of spatial policy aiming at improving the quality of environment in urbanised areas, in particular big cities and metropolitan areas.
