W referacie poruszono zagadnienia odnoszące się do społecznego wymiaru skutków prowadzenia podziemnej eksploatacji węgla kamiennego. Szkody górnicze odnoszone są zwykle do zagadnień technicznych związanych z powstawaniem i ograniczaniem uszkodzeń w zabudowie powierzchni i infrastrukturze. W artykule podjęto natomiast próbę zdefiniowana szkód górniczych jako problemu o znaczącym wymiarze społecznym. Na skalę problemu wskazuje duża liczebność grup dotkniętych skutkami realizacji wydobycia i fakt, że deformacje górnicze ujawniają się zwykle na rozległej powierzchni terenu. Uwzględniając kryteria określające pojęcie „problemu społecznego” omówiono skutki ekonomiczne utraty wartości nieruchomości na terenach górniczych. Wskazano także na wzrost kosztów utrzymania substancji mieszkaniowej, wynikający z potrzeby wykonywania częstych napraw i wzmocnień obiektów budowlanych dla zachowania warunków bezpieczeństwa konstrukcji i użytkowania. W wymiarze społecznym rozpatrywać również należy potrzebę zintegrowania działań przedsiębiorców górniczych, organów administracji państwowej i samorządowej w celu realizacji postulatów zrównoważonego rozwoju. Dotyczy to w szczególności ochrony powierzchni poprzez stosowanie profilaktyki budowlanej i górniczej, obniżania kosztów społecznych i ekonomicznych wynikających z użytkowania budynków na terenach górniczych, promowania procesu ciągłego wdrażania rozwiązań podnoszących efektywność ochrony powierzchni w warunkach realizacji eksploatacji górniczej.

This paper presents the problem of social aspects of the effects of underground hard coal mining. Mining damage usually refers to technical issues, connected with the creation and mitigation of damage to the buildings and infrastructure on the surface. This paper, however, attempts to define mining damage as an issue with a significant social aspect. The scale of the problem connected with the fact that the groups affected by the impact of mining are quite large has been pointed out. Taking into consideration the criteria specifying the notion ‘social problem’, not only the economic aspect was presented, as the buildings in mining areas lose their value, but also the intangible aspects of the damage, such as people’s feelings of being in danger and not feeling safe was addressed. It has been pointed out that the cost of maintaining the existing buildings is increasing as a result of the fact that the buildings frequently need to be repaired and reinforced to maintain the safety of their structure and use. The problems are discussed in the context of sustainable development and corporate social responsibility (CSR). The social aspect stresses the fact that the activities of mining companies and state and local administration agencies need to be coordinated in order to ensure the conditions of sustainable development. This is relevant especially to surface protection by means of implementing preventive measures in construction and mining, reducing the social and economic costs resulting from using buildings in mining areas and promoting a continuous implementation of solutions aimed to increase the effectiveness of surface protection in mining conditions.

W artykule poruszono problem modelowania zagadnień społecznych. Przedmiotem zainteresowania autora stały się problemy modelowania zagrożeń systemu społecznego. Autor zwrócił szczególną uwagę na problematykę złożonych zagadnień społecznych. Omówiono dwa rodzaje relacji społecznych, tzn. poziome i pionowe. Relacje te leżą u podstaw modelowania bezpieczeństwa społecznego. Modelowanie zjawisk społecznych jest niezmiernie istotne w kontekście prognozowania przyszłych zagrożeń. Prognoza zagrożeń jest formą działań wyprzedzających w zakresie ochrony społeczeństwa na wypadek wystąpienia nagłych zdarzeń zagrażających zdrowiu i życiu ludzi. Fazą poprzedzającą modelowanie systemu jest prognozowanie zagrożeń. Jest to naukowe przewidywanie przyszłego kształtowania się warunków bytu systemu. Ważnym problemem poruszonym w artykule jest konieczność określenia zmiennych modelowych i zależności pomiędzy nimi oraz selekcja zmiennych modelowych.

The paper addresses the problem of modelling the social issues. The main subject of interest of the author is modeling threat of social system. We have provided comments on the modeling of complex social processes. The two types of social relationships, im. horizontal and vertical has been shown. Presented relations underlie the issue of social security system modeling. Such modeling of social phenomena is very important for making predictions of possible dangerous events. Prediction of future threats is a form of early action in the protection of society in the face of emergencies threatening human life and health. The phase preceding systems modeling is threats prognoses. This is scientific forecasting of the future shaping of the conditions of the system being. Among many important problems of modeling, the most essential are the relationships and dependencies between system variables. Attention was drawn to the appropriate selection of variables in the modeling process.
