W artykule przedstawiono zagadnienie związane z kontrolą społeczną procesu inwestycyjno-budowlanego, a także działania organów administracji publicznej uczestniczących w postępowaniach obejmujących realizacje przedsięwzięć inwestycyjno-budowlanych, która jest ważnym narzędziem umożliwiającym społeczeństwu wypowiadanie się w sprawach związanych z działalnością budowlaną. Artykuł wyjaśnia podstawy kontroli instytucjonalnej i kontroli społecznej, główne instrumenty, formy i zakres. W celu zobrazowania znaczenia i ważności kontroli społecznych autorzy artykułu przedstawiają kilka wybranych charakterystycznych przykładów takich kontroli w budownictwie, które mają często duże konsekwencje społeczne i gospodarcze.

The paper presents the issue related to social control of the investment and construction process, as well as the activities of public administration participating in proceedings involving the implementation of investment and construction projects, which is an important tool enabling the social to speak on matters related to construction activities. The article explains the basics of institutional control and social control, the main instruments, forms and scope. To illustrate the importance of social control, the authors present a few selected characteristic examples of such controls in investment, which often have large social and economic consequences.

Rezultatami zarządzania w jednostkach samorządu terytorialnego powinny być: wysoki standard realizacji zadań publicznych i jednocześnie umacnianie zasad demokracji obywatelskiej. Z perspektywy zarządzania publicznego w warunkach społecznej partycypacji w realizacji zadań publicznych istotnego znaczenia nabiera zasada kreowania zaufania publicznego, nie tylko po-przez zapewnienie dostępności i rzetelności, ale także zrozumiałości informacji. Budowaniu zaufania służy także wspieranie kontroli społecznej przez jednostki samorządu terytorialnego.

Nowadays public tasks are implemented not only by public organizations but also by non-governmental actors, including public-private partnerships. Under such conditions, the proper execution of tasks by local public organizations, which includes among other things gathering resources, requires cooperation and coordination of different activities with other stakeholders. It should enable the achievement of organizational needs at the right time and the better achievement of objectives. The result of the management of local public organizations should ensure a high standard of public tasks performed in the public interest and at the same time enhance the principles of democracy. Based on literature studies and research work, this article is to determine the principles of public management in the conditions of social participation in the implementation of public tasks. The author claims that creating public trust is crucial from the perspective of participatory governance. It can be achieved not only by ensuring the availability and reliability, but also the clarity of information. Supporting the development of social control, public organizations also create public trust. Trust should be included in both the sine qua non condition of action, as well as the results of operations. The level of stakeholder confidence to the local public organization should be considered as an assessment of organizational reputation, which becomes its value, and strengthens the position of the organization in its changing environment.

Autorki przedstawiają, w świetle współczesnych badań, wpływ kontroli społecznej (informal control) na bezpieczeństwo przestrzeni osiedli mieszkaniowych w miastach, analizując i porównując jego podłoże i oddziaływanie na osiedlach krajów zachodnich oraz w Chinach z uwzględnieniem obecnych zmian i tendencji.

The authors present, in light of contemporary research, the impact of social control (informal control) on security in residential neighborhoods in cities by analyzing and comparing the basis and the impact on neighborhoods in Western countries and China taking into account current developments and trends.

Children and youth are particularly sensitive to acceptance in group and searching for friends. Web-based community services perfectly enter into this demand. The first decade of the new century has become a witness of unusual growth of the communication of that type in network. However, children and youth have much smaller experience in the formation of interpersonal relations than their parents and teachers. Therefore, they are more exposed to negative behaviours on web-based community services. First of all, this is cyber-violence, sexual harassment and disclosure of personal information. Young man participating in web-based community services requires appropriate support to not have negative consequences brought by it for his / her development. This is being achieved by public control that is accomplished at the state, civic and parental level. In particular, actions on the side of parents may have a high level of effectiveness. Educational strategies being accomplished by them may most efficiently prepare young people to participation in the world of Internet.
