Planując rozwój miast i wsi, należy brać pod uwagę klasycznie rozumiane obszary – infrastrukturę, urbanistykę czy też rozwój społeczny i gospodarczy. Dziś jednak to za mało, gdyż coraz większą rolę odgrywa rozwój technologiczny tych terenów.

Purpose: The main purpose of this paper is to identify new opportunities for the development of rural areas. A contribution to this should be the combination of modern tools and technologies that affect the improvement of the quality of life and the possibility of creating new jobs in rural areas. Design/methodology/approach: The paper employs the desk research method in the form of an analysis. The analysis of the available literature on the subject on smart villages and the examples of smart villages described in the paper rendered it possible to establish the facts, verify the data and present the results. Findings: The considerations presented in the article indicate that a key element in smart villages is smart human resources that respond to challenges and changes occurring in rural areas. In order to make a real change in a given area, collective action is required rather than individual, and, depending on incentives and local circumstances, these initiatives may prioritise economic, social or environmental issues - or a combination thereof. Practical implications: A common space for development and shared commitment of the rural population enables building social ties as an integral functioning of Smart Villages. Social implications: The needs of the rural community should always come first and the implemented solutions should be adjusted according to these needs, bearing in mind what resources that a given community has. Originality/value: The article is an original approach to the search for intelligent solutions that are meant to improve the development of rural areas and make life easier for rural residents.

The concept of Smart Villages is essential for the development of rural areas, in terms of both creating new job opportunities and the quality of life in the countryside. It is based on modern tools and technologies improving the quality of life with better resources and a lower environmental impact. Many different solutions can be implemented within the Smart Villages concept, depending on the needs and potential of a given area. The article aims at the determination of the possibility of using data obtained from public registers for the needs of Smart Villages solutions. The research was carried out in the Mazowieckie Voivodeship in Poland. Selected solutions for rural development in the Smart Villages approach were indicated. The structure of farms, registration plots, and land use were determined. Areas requiring remedial processes such as agricultural land consolidation were marked. Data necessary to implement measures in rural areas were identified, and the possibilities of obtaining them from public registers were indicated. The data is necessary to diagnose the current state and determine further actions, including analyses aimed at taking measures for the sustainable development of rural areas. It was assumed that their acquisition would reduce the costs and time needed to implement the selected solutions within Smart Villages.

Regulation (EU) 2021/1060 of the European Parliament and of the Council of 24 June 2021 provides for the need to include initiatives such as “Smart Villages” in territorial development strategies. An explanation is needed for the purposes of constructing and implementing this element of the strategy. The research undertaken for this purpose started with a structural analysis, which showed, among other things, that the terms smart village and smart villages occur in about 100 legal acts and its preparatory documents of the European Union from the period between 2015 and 2021. A general definition of smart village as a concept that aims to develop services through digital technologies and better use of knowledge, for the benefit of inhabitants and businesses, is provided in a 2017 Commission document. Although a later opinion of the European Committee of the Regions, proposed replacing this term with smart rural areas; both phrases appear in the most recent documents. A contextual analysis of the 2020 and 2021 acts and documents shows expanded common elements of the smart village and smart city concepts compared to the original ones. This provides justification to the search for theoretical support in publications on smart cities, which, in addition to the opportunities and benefits, also points to the need to strengthen personal data protection and cybersecurity.
