Shaping cross-sectoral cooperation based on smart specializations in the city of Zielona Góra

Among a big number of forms of relations, which the collaboration of a minimum of two entities may be based on, it is important in the context of the science and business environment to find a reference point connecting these entities. If it is necessary to integrate two sectors, this process is complex. The solution to this problem is to find a common point of reference. On the example of strengthening the ties between business and science sectors, the merging function is adopted by selected smart specializations in the European, national and regional areas. This article uses the example of Zielona Góra, analysing the smart specializations of the Lubuskie voivodship and the research group specifying entrepreneurs and scientists performing their activities in this city the potential of permanent relationship was assessed, which may become the basis for identifying barriers and opportunities in the context of building a lasting relationship.

Rozwiązaniem tego problemu jest znalezienie wspólnego punktu odniesienia Na przykładzie wzmacniania więzi między sektorami biznesu i nauki funkcję scalającą przyjmują wyselekcjonowane inteligentne specjalizacje na gruncie europejskim, krajowym i regionalnym. W niniejszym artykule posłużono się przykładem Zielonej Góry, analizując inteligentne specjalizacje województwa lubuskiego oraz na grupie badawczej wyszczególniającej przedsiębiorców i naukowców wykonujących swą działalność w tym mieście oceniono potencjał trwałej relacji, który to może stać się podstawą do wyłonienia barier i szans w kontekście budowania trwałej relacji.

The article deals with significance of creativity considered as a significant mechanism supporting development of smart specialisations. Creativity is most frequently analysed in the context of innovation and perceived as a more effective way of implementing innovative processes. This increases the need for knowledge and creative thinking skills. In that respect, universities ought to play a key role. The article highlights interrelations between development of smart specialisations and the need to integrate creativity into university curricula.

The first objective of the research was to analyse employers' expectations with a focus on employers whose companies are related to the smart specialisations of the region of Silesia. The second objective of the research was to confirm the need for and development of the conceptual model of regional integration network (information network) of the system of education, higher education and companies, the region's authorities... in order to shape the supply of and demand for course-specific education; its priority would be to develop human resources for the regional industry in the perspective of economic changes. The hypothesis that "The creation of integration network of information for improving the effectiveness of development of major studies in higher education is desired by system of education, higher education, companies and public authorities" was confirmed on the basis of secondary and primary data.

Smart specialisations, a new area of economy/science which constitutes a new, growing economic specialisation based on utilising the unique natural resources of a region, connecting various branches of the industry, applying innovative technological solutions. Each Polish voivodeship has a specific list of smart specialisations aimed at creating new markets for economic activity, modernisation and increasing the region’s competitiveness. Using as an example the technical universities in the Silesian Voivodeship, the author considers the possibility of teaching future experts for Smart Specialisation implementation as part of the Production Engineering course. He signalises the potential and omissions.

Inteligentne specjalizacje, nowa dziedzina życia gospodarki/nauki stanowiąca nową, rozwojową specjalizację gospodarczą, opierająca się na wykorzystaniu unikalnych zasobach naturalnych regionów, połączeniu różnych branż, zastosowaniu innowacyjnych rozwiązań technologicznych. Każde z województw Polski ma określoną listę inteligentnych specjalizacji, które mają na celu doprowadzić do powstania nowych rynków aktywności gospodarczej, modernizacji oraz podniesieniu konkurencyjności regionów. Na przykładzie Uczelni Technicznych z Województwa Śląskiego, autor rozważa możliwość kształcenia na kierunku Inżynieria Produkcji przyszłych fachowców do wdrażania Inteligentnych Specjalizacji. Wskazuje na potencjał oraz zaniechania.
